Item 3] A meeting was held by electronic mail for the Panel to consider

and approve the engagement of Mr. A. Le Sueur as an advisor

for the Review.

The  Panel  considered  an  engagement  brief  for  the appointment  of  Mr.  Le  Sueur  together  with  a  copy  of  his curriculum  vitae. It  was  agreed  that,  due  to  the  time constraints involved in finalising and publishing the Scrutiny Report, the Panel was not required to undertake a competitive tendering  process. The  appointment  of  Mr.  Le  Sueur  was approved. The Panel further approved a preliminary budget of £2,500 for the engagement. It was noted that assurance would need to be sought regarding the appropriate level of indemnity insurance required of Mr. Le Sueur

The Panel noted that Mr. C. Ahier , Scrutiny Officer, had been appointed as responsible' officer, in accordance with Financial Direction  5.1,  and,  as  such,  would  be  responsible  for  the administration  and  management  of  the  engagement  and contract.
