1. Centeniers' Role in the Magistrate's Court

The Panel discussed the progress of its report into the role of the Centenier in the Magistrate's Court. The discussion was held in private session.

 

 

2. Appointment of Vice Chairman

In accordance with Standing Order 135(5) the Panel appointed Deputy  J.  Gallichan  as  its  Vice  Chairman.

3. Working Practices

The  Panel  considered  the  Chairman's  report  regarding  its future working practices and agreed further guidelines to be added.  The  Panel  would  strive  to  work  according  to  its guidelines and noted that these could be adapted as necessary to aid its achievement of best working practice.

4. Early Years

The  Panel  was  advised  of  the  progress  made  in  the identification of an expert adviser for the Early Years Review. Information was being gathered by the Lead Officer for the Review and a list of possible candidates would be presented at the earliest opportunity.

Hard  copies  of  the  latest  received  written  submissions  and correspondence  were  distributed  to  the Panel  for  the  Early Years Review files.

The Panel agreed that it would meet to receive an update from the Officer on the progress of the Review on 5th July 2007

5. Home Affairs Forthcoming work

The  Panel  discussed  the  information  from  the  Minister  for Home Affairs outlining the Department's priorities for the next eighteen months. The Panel would maintain its awareness of the  listed  priorities  and  would  continue  to  monitor developments.

The  Panel  recalled  the  letter  from  the  Minister  for  Home Affairs to the Panel dated 25th May 2007, outlining that prior

 

 

to the IMF Inspection Team visit to Jersey during the second quarter of 2008, it was hoped by the Minister that a number of key pieces of legislation would be passed. The Panel noted that  scrutiny  of  such  legislation  would  therefore  be  time constrained.

6. Code of Practice

The Panel noted receipt of correspondence dated 19th June from   Deputy  S.  C.  Ferguson,  President  of  the  Chairmen's Committee.

 

 

7. Records of Meeting

The Panel considered the Record of its Meeting on 4th June 2007 and agreed minor amendments. The revised Record of its Meeting  would  be  presented  for  signing  at  a  subsequent meeting.

The  Panel  requested  that  comments  from  the  Minister  for Education,  Sport  and  Culture  regarding  the  Record  of  his meeting with the Panel on 30th April 2007 be confirmed at the soonest opportunity. The Panel agreed that subsequent to this certain  information  contained  in  the  Record  should  be forwarded  to  the  Comptroller  and  Auditor  General,  at  the request of the President of the Chairmen's Committee.
