Fact-finding visit to Vienna

The Panel considered the final arrangements for the above visit and considered all estimated costs prepared by the Scrutiny Office.

The Panel noted that the cost estimate which stood at £7,002.54 was based on five people travelling, three Panel members, one Scrutiny Officer and Mr. D. Mason.. [The latter was advising the Panel on this review and had, in fact, carried out a "dry run" to establish a suitable programme to maximise the use of the time in Vienna at a cost of £1,220 which was included in the cost estimate above.] It was  also noted  that the  estimate non-inclusive  of Mr Mason's costs stood at £5782.54 for 5 persons.

The number travelling would, however, be one fewer than originally anticipated  and  the  delegation  would  comprise,  Deputies  R.C. Duhamel, S. Power, Mrs C. Le Quesne, Scrutiny Officer and Mr. Mason, Adviser. This would lower the cost of the visit.

Having noted the above the Panel agreed the following: -

  • Departure Saturday 3rd February 2007 x 4 persons

- afternoon flight to allow evening travel to Vienna on that day;

  • Hotel Accommodation x 5 nights for 4 persons - currently  arranged  at  the  Hotel  Mercure.  The  Ibis might be cheaper and also the possibility of a special weekend rate should be investigated;
  • Transport: Sunday 4th February: the delegation would make its own way around Vienna and there would be no requirement for arranged transport;
  • Transport:  Monday  5th - Wednesday  6th February  2007:  a  17  seater  mini-bus  would  be arranged.
  • Senator  F.  Cohen:  Monday  5th  February - Wednesday 7th February 2007: the delegation would be joined by Senator F. Cohen, Minister for Planning and  Environment.  His  travel  arrangements  and accommodation  (x  3  nights)  would  be  booked through  the  Scrutiny  Office  and  Senator  Cohen would pay this back following the visit;
  • Return Travel: Thursday 8th February 2007.
  • Additional  Payment  for  sundries:  these  were

rarely, if ever, claimed for by Members and it was not

anticipated  that  claims  would  be  submitted  for additional sundry items on this occasion.

The  Scrutiny  Officer  would  proceed  to  make  the  necessary reservations.
