  1. The Panel welcomed Deputy P. V. F. Le Claire and noted his apologies.
  1. The  Panel  noted  the  resignation  of   Deputy  G.C.L. Baudains (Vice Chairman) and accepted the nomination of Connétable A. S. Crowcroft .
  2. The Panel approved Connétable K. A. Le Brun of St Mary as Vice Chairman.

Minutes

The Panel approved the minutes of the 18th, 22nd, 25th January and 2nd  February  2007  subject  to  minor  typographical amendments.

Matters arising.

From item 1 of the minutes of 22nd January 2007 concerns were expressed at the proposed sale of the Old Ladies College site in

the amount of £1.8 million, which was considered unacceptable. It was noted that the Chairman would advise the States that he considered the property was worth approximately £3.8 to £5.8 Million  including  the  front  of  the  building.  This  estimate  was based on the current house prices.

4 Items to note.

  1. Projet 13/2007. Deep ground Water: La Rocque and StCatherine Boreholes -The Panel noted that the projet hadsubsequently been replaced by P22/2007 and it decided Panel to  discuss  the  matter  with   Deputy  Baudains  as  the

author. The Panel would reconsider the issue subsequent

to that discussion;

  1. Advertisement from Planning and Environment on Café MR Cyril  relating  to  ground  water  monitoring - The  Panel

agreed that a letter should be written to the Department

of  Transport  and  Technical  Services,  asking  why  the

matter had only been advertised on Café Cyril.

Recycling in St Mary and St Lawrence- It was suggested that

the removal of recyclables from new bring banks by the Transport  and  Technical  Services Department in  St Mary's  and  St  Lawrence  was  not  an  appropriate precedent as TTS would benefit from any income stream generated. The Panel was unaware of the disposal route

for  the  recyclables  collected  in  the  banks.  Members accepted that the people of both the Parishes wanted to

see initiatives for recycling and were happy to see these banks in location. The Panel considered its visit to the

Her Majesties Prison, La Moye on 12th December and MR required  that  the  Prison  Governor  was  contacted  in

relation to the letter he is to write to the Panel about recycling in the Prison.

5 Business plans from Transport and Technical Services and Item  3 Planning and Environment.

The Panel agreed that  parts of the  Transport  and Technical Services business plan required its consideration. The following MR areas would be considered -

  • Solid Waste,
  • Liquid Waste and
  • Transport

Coastal defences would require consideration although it was recognised that the subject was low priority due to available resources, the subject would be revisited at a later date.

The Panel noted the following issues as potential areas for Scrutiny

  • The awaited EDAW Report on the regeneration of St Helier
  • the Energy Policy,
  • Environmental Taxes,
  • Development of Rural Economic Strategy,
  • Sustainability of La Collette 2 and
  • Safety of the La Collette area.

 

The  appropriate  response  to  the  plans  would  be  drafted by the Chairman.

Item 3 25/01/07

Integrated Travel and Transport Plan.

The Panel decided that the importance of this was such that a separate meeting was to be convened. That was arranged for

9.30 am on Thursday 1st March (dependant on the States not sitting) in the Blampied Room.

Work Program for 2007

The  Panel  required  a  paper  to  be  prepared  based  on  its decisions of the current meeting and that of 1st March 2007.

Chairman's Meeting

The  Panel  noted  the  briefing  notes  of  the  last  Chairman's' meeting  and  agreed  to  the  Environment  Panel  draft  position paper for the next Chairman's meeting.

"An Inconvenient Truth."

The Panel considered a proposition to bring over a film called An Inconvenient  Truth,  which  dealt  with  global  warming.  It considered showing the film to be a positive move but noted that it was not a scrutiny function. It would be more appropriate to invite the Ecology Fund to show the film. The Panel also noted that the film was shown at the Planet Jersey Exhibition run by the Transport and Technical Services Department at the Royal Jersey Agricultural and Horticultural Society Building in Trinity

over the 9th and 10th February 2007. RD.KB.SP.

First Twelve Months of Ministerial Government

The Panel elected to discuss this at the meeting now arranged for 1st March.

Scrutiny Newsletter

The Panel discussed concerns about the advisability and content of the newsletter production. However, the Panel decided that as

 

the magazine was to be printed, it would contribute. The Panel

would outline who its members were along with an article on

each of the  reviews. There would be  no profile on any  one

individual member. The lead members of each of the reviews RD/SP/ MR would arrange an entry relating to that. There were to be no

photographs included.

12 Ends Report Subscription

The Panel accepted the principle that it would be in the interests

of the Panel to subscribe to the Ends Report'. Enquiries were to MR be made to establish if the magazine was available from other States Departments prior to the subscription being taken. In the event that the Panel was unable to raise a copy and supporting electronic access, the subscription should be taken out prior to

the end of the special offer which closes at the end of February 2007. The Panel authorised £429.00 for the subscription.

13 Future Meetings

The Panel noted the next meeting on Thursday 8th March 2007 at 9.30 am in the Le Capelain Room, States Building.

14 Design of Homes

The Panel noted a submission from Jane Denny and received an oral presentation from Deputy Power relating to the Vienna Visit.

Members received the first draft of the first section of the Waste report.

At 1350 The Panel became inquorate and concluded its meeting. RD. KB. SP.
