The Panel noted the updates from the previous meetings.

A meeting had been held with the Minister for Transport and Technical Services, Deputy G.W.J de Faye in relation to the Integrated Travel and Transport Plan. This had been considered a success by the Panel with an open exchange of views by all parties. The Minister agreed that consideration would be given to the views of the Panel in the preparation of the final document. Connétable Crowcroft offered his apologies for failing to attend the meeting and the Panel noted that he had been advised of the wrong venue.

Design of Homes

 

Item 3 08.03.07

 

The Panel noted that during the meeting of the States of Jersey

of 13th March 2007, Deputy S. Power had resigned from the Environment  Scrutiny  Panel.  This  left  the  Design  of  Homes

without a lead member although Deputy Power was understood to be keen to finish the review with the Panel. The Panel agreed that it  should be  the Panel that  finished the  review but that Deputy Power be invited to contribute.

 

 

 

Officer support was to be available by the second week in April

 

 

when the Panel required the Vienna Report to be prepared. In order  for  the  report  to  be  comprehensive,  a  full  de-briefing meeting was to be arranged.

It was considered that this would be a good opportunity for the Panel to re-consider the direction of the review, particularly as the Minister had implemented many of the Panels suggestions as a result of the work done to date.

Waste

a) Zero Waste Report

The Panel noted the report by the Parish of St Helier entitled Zero Waste- Trial Project Havre Des Pas, March 2007. It also noted a suggestion had been forwarded by the Greffier of the States that due to the overall cost of the trial being substantially lower than the original estimate, a pro rata payment by the Panel may be more appropriate than the £5,000 agreed during the

Panel meeting of 24th August 2006. The Connétable of St Helier,

A. S. Crowcroft  advised the Panel that  the  Parish  would be prepared to accept a contribution of 20% of the final cost of the trial, which was commensurate with the proportion of the original estimate. The Panel therefore agreed to a payment of £1,622 in payment of the 20% of the total of £8,112.

The Panel offered its congratulations to the Parish of St Helier for the work it had undertaken in this trial.
