Design of Homes

The Panel decided that a meeting to discuss the Design of Homes Review should take place and this was to take place at

09.30 am on Thursday 31st May 2007 in the Le Capelain Room. As this was a working meeting it was to be private. It was

understood that there may be problems with the Panels normal officers being available. If they were not, the meeting would take place without an officer with the decisions being reported back.

Waste

The Panel received an oral report from the Chairman that the second part of the waste report was being drafted.

 

 

The Panel noted large penalties levied in the United Kingdom for failing to reach recycling targets.

The Panel was advised that the Chairman had been involved with an article on recycling to be published in the magazine 24/7.

The Panel noted a report relating to a meeting between their Officer and Transport and Technical Services Recycling Officer. It noted with particular interest, the creation of a new recycling facility at Bellozanne.

The Panel also noted that the Parish of St Helier has been talking to a company who want to use an autoclave to process the Parish waste and that this was to be used as a showcase for the system. It was noted that Mr John Hanley was to attend the next Panel meeting with a presentation for the Panel of the companies intentions. The Panel was to invite the Connétable of Grouville to attend that meeting.

The Panel was advised that recently exported recyclates had been charged export duties. The Panel noted that the Parish of St  Helier  had  not  been  shipping  large  enough  quantities  to attract reasonable shipping deals. The Parishes would have to work together to attract the best deals.

Environmental Taxes

The  Panel  noted  the  response  from  the  Director  of  the Environment  to  letters  to  the  Minister  for  Environment  and Planning relating to proposals for environmental taxes. It was apparent that all was on hold for the present. The Panel was to keep a watching brief on this subject.

EDAW Report,

The Panel was not impressed with the consultation work done on the EDAW report. They noted that in the city of Rennes, France, a similar document had gone out to public consultation and had been subject of a display through the whole floor of a civic building covering the history and 50 years into the future. The EDAW report had a few maps on display in the Town Hall and nothing else. There was also concern over the amount of consultation that had taken place in the research phase of the report.  The  Panel  noted  omissions  such  as  work  on  village identities, pedestrianization and cycle routes. A draft document was to be written by the Chairman and circulated for further comment.

8 Supplementary Guidance – Redundant Greenhouses.

The Panel welcomed Mr Tony Gottard, Principal Planner from the Planning Department. A policy document was considered which contained the premise to alter the general presumption contained within the Island Plan policy C20 from one of none development' on the sites of redundant or derelict greenhouses to one of development under certain circumstances for category A or B housing'. This caused concern for the Panel.

The Panel thanked Mr Gottard for bringing the policy to the Panel for comment. This working relationship engendered with the Department could only be of benefit to all.

The  Panel  were  to  consider  the  proposals  and  present  its MR findings to Mr Gottard and the Minister for the Environment and Planning. Mr Gottard retired from the meeting.

Item  10 The Panel considered that it had made its position clear to both 10/05/07 Orchid and the Chairman's Committee in that it did not wish to

spend  money  on  Orchid.  It  noted  that  Orchid's  contract concluded at the end of July and it would await the decision of the  Chairman's  Committee  on  the  future  of  Scrutiny communications and public engagement.

10 Ground Water Pollution at St Ouen

Item  12 Following a discussion on the reasons that the Panel should 10/05/07 look at issues, the Panel required a letter from residents who PLC

were concerned about the issue of Ground Water Pollution at St Ouen.
