2 Item 8 11.01.07 | Integrated Travel and Transport Plan - The Chairman reported that the Panel had met informally and discussed the Integrated Travel and Transport Plan. This was work in progress for continuation at a date to be determined. RD.GB.KB. |

3 Item 9 11.01.07 | Business Plans 2007 The Panel noted that there was some confusion from the Ministers about the involvement the Panel in the production of the business plans. A request had initially been received for the Panel to be involved but then a letter had been received by Deputy Duhamel from the Chief Minister F. H. Walker stating that Scrutiny could not be involved in the early stages of the production as the Council of Ministers needed to work behind closed doors. There was concern amongst the Panel that documents from B Agenda items of the Council of Ministers meetings were being withheld from Scrutiny. The Panel agreed that it should be more robust in requiring these documents in the future. It was agreed that the meeting on 22nd January 2007 with Senator Cohen, Minister for Planning and Environment, had been successful and that the Minister and the Panel worked well together having similar thoughts on many issues. The meeting at 10 am on 2nd February 2007 with the Minister for Transport and Technical Services, Deputy G.W.J. de Faye, was noted. The Panel noted that issues such as transport and regeneration were very connected across the two departments but there were no interdepartmental connections within the plans. Item 3 07.12.06 | The Panel debated the request for finance to cover an electronic survey and confirmed its decision of 7th December 2006 not to authorise the funds for this. It was noted that due to the drafting of the report on the waste review and the agreed temporary transfer of an officer to the Health, Social Security and Housing Panel's telephone mast review, there was no officer support available to work on the Design of Homes Review at present. 5 Item 6 11.01.06 | Waste. The first section of the Waste report was being drafted. Invitations for companies to attend an exhibition to launch the review report were to be sent shortly. Dates for this were to be arranged to give sufficient notice for States Members to place the event in their diaries. The Panel expressed some concern about an article in the Jersey Evening Post on 24th January 2007 stating that the Panel did not want an Energy from Waste Plant. This was not a true representation of the views of the Panel which accepted that there was a need for a plant of some type to deal with the residual waste stream. The Panel accepted that the article was unrepresentative of what was actually said. The Zero Waste report was in final draft and could be expected imminently. RD.GB.KB. SP | MR |

The Panel noted that there was a meeting at 10 am on Friday 2nd February 2007 in the Blampied Room with the Minister for Transport and Technical Services, Deputy G.W.J. de Faye to discuss that Department's business plan for 2007.
