| 2. Matters Arising The Panel noted the following matters arising from the minutes of its last meetings - The Panel requested an update on whether or not the requested figures relating to waste arisings had been received from the Transport and Technical Services Department. The Panel was advised that some information remained outstanding; It was noted that the draft Transport Strategy was currently under revision and would be forwarded to the Panel in due course. That the exact type of recyclables purchased by Romi Recyclage on a monthly basis would be confirmed and clarified in the Minutes of the 14th June 2007. RD. KB. SC. PLC. |

| 3. Design of Homes The Panel received a first draft of section one of the Design of Homes Report. It was noted that a completed draft had been expected for the meeting but due to time pressures the Panel had not been able to focus on completing both of its review reports. |

| The Panel agreed to provide comment on Part one of the reports to the officer in order that it could be progressed. It was noted that Panel input was required at this stage. The Panel decided that it would initially focus on the completion of its waste report as it considered that it may be necessary to seek further evidence for inclusion into its Design of Homes Review Report. The Officer was requested to finalise the remaining two sections of the report at the earliest opportunity and as far as was possible, in preparation for the Panels focus following the States meeting scheduled for the 3rd July 2007. | 4. Waste The Panel considered its draft Waste Recycling Report in detail on a line by line basis. The officer was directed on recommended additions and amendments and a time scale for the finalisation of the report was agreed. The Panel recalled that it had previously expected to have the report completed by the 17th July 2007 but had focused all of its resources to achieving an earlier completion date. The Panel agreed that the presentation of the report was essential and discussed aspects of the report. The Panel agreed and endorsed the findings and recommendations as outlined in the report subject to a number of amendments. It was agreed that the Chairman would work closely with the officer to complete the report for presentation to the States. The Panel closed its meeting at 11.00 am as previously agreed to allow two of its members to attend a funeral; it re-convened at 2.00 p.m. to continue its business as planned. In the interim the Chairman agreed to meet with Mr. J. Mulholland a university student currently working at Ronez and undertaking a project to promote recycling and the development of waste construction products into materials for use in the building industry. | 5. Vote of no confidence The Panel discussed how it would respond to the proposition lodged au Greffe' by Deputy G.C.L. Baudains entitled Environment Scrutiny Panel: Vote of No Confidence' P.85/2007 The Panel noted that the Chairman had requested that the officers be present for discussion of the item. The Panel was advised that in accordance with protocol its allocated officers were able to assist with the provision of factual information requested and with scribing. However, it would not be appropriate for officers to assist with a draft for later consideration by the Panel. The Panel agreed that this was an appropriate way forward. The Panel detailed the way in which it would respond to the proposition, namely through the production of a comment to the proposition addressing the issues of concern raised. Connétable Crowcroft agreed that given the time pressures on the Chairman to |

complete the Waste Report he would undertake to prepare a draft response for consideration by the Panel at an informal meeting without officers.
