1. Minutes of Previous Meetings

Minutes of the meeting of 6th and 28th September 2007 were approved and signed.

2. Matters Arising Action Updates

The Panel noted that

no  reply  had  been  received  from  T   Binet relating  to restrictions  or  protocols  in  the  use  of  compost  and  any changes  in  these  restrictions  that  may  have  taken  place following  the  introduction  of  PAS100  as  a  standard  for compost making. The matter was to be followed up

The Panel was concerned that the use of pesticides and other chemicals in green waste from private gardens may have had a detrimental effect on the composting process or quality. Information on testing green waste was to be obtained.

The Panel noted that the Member Profile for the

Newsletter  from the Connétable  of St.  Helier  would  be completed later that day and sent to the officers.

3. St Aubins Bay Water Quality

The Panel confirmed its intention to host a round the table meeting on 2nd November 2007 at 2.30 p.m. in the Blampied Room in order to discuss issues such as

The  cessation  of  monitoring  the  First  Tower outfall

  • What the fail records mean in tables forwarded to us by  Transport and Technical Services on

17th August 2007

  • What, if any, are the health implications
  • What, if any, are the environmental implications
  • When is water flushed from the treatment works
  • How often this is tested and what is it tested for
  • The safety of this water
  • The proliferation of sea lettuce
  • The  future  of  the  liquid  waste  treatment  in Jersey.

Understanding that these issues may be political in the longer term involving the possible relocation of the Liquid Waste Plant or the need to improve on the cleanliness of the water, the Panel felt that invitations to the Ministers and their officers from Transport and Technical Services, Health and Social Services and Planning and Environment were essential.

4. Sustainable Building Conference.

The  Panel  deferred  the  discussion  on  Malmo and  the examination  of  the  reports  to  the  next  meeting.  The submission of the officer report was noted with the request for a  minor amendment.  This  was  to  be  ready  for  the  next meeting along with the Members reports which were needed to complete the picture.

It was noted that the Sustainable City Development 2007

Conference attended was a very good opportunity to promote Jersey, to meet people and to increase the Panels' knowledge. 48 countries were in attendance with the function being very well structured and managed.

The Panel further agreed that the trip and conference were well organised and extremely valuable. It offered its thanks to Mrs Le Quesne for arranging the trip and for her excellent support work whilst the Panel was away.

5. Waste Review

The Panel had received the transcript of the Public hearing

held on the 17th September 2007. Hard copies were to be distributed  to  Members  in  order  that  they  could  prepare

discussions  and an analysis  of  the  hearing  for  the next meeting

The Panel had grave concerns about the planning application for the proposed energy from waste plant. Particularly as the States have not agreed to any such plant. It was noted that

the  States have  charged  the  Minister  for  Transport  and Technical Services to return to the States with the preferred options. (P95/2005).

This raised concerns of the long term planning for the area of La Collette.  Should  the  Jersey  Electricity  Company  cease producing electricity due to sustainable links with France by 2015, this would leave questions about the validity of the location  of  the  proposed  new  waste  plant. The  Panel requested an invitation be arranged to attend a meeting of the council  of  Ministers  to  discuss  this  issue.  Further,  that  a proposition was to be prepared to take to the States should the  Panel  be  met  with  an  unsuitable  response  from  that

meeting. The Panel would be available after the 17th October 2007 to attend a Council of Ministers meeting and the second

part of the public hearing would be held after that.

The Panel considered that the message outlined within the Waste Recycling Report was not getting through to either the public or States Members. It agreed that a road show would be necessary. Consideration was given to a video but the Panel was not in favour of that approach. The issues raised were considered to show just how important it was that the correct line  of  communication  existed  to  other  States Members. It was considered time to move the hearts and minds of Public and States Members to support recycling in the Island. The Chairman was to prepare ideas relating to better communication of the Panels view points on recycling. He was to work with officers and to take the results back to the Panel.

7. Air Quality

The appointment at the last meeting of Professor Duncan Laxen was noted and agreed with. It was recognised that there would be problems should the Panel wish to consider the involvement of the Professors company in any surveying work be undertaken. This was accepted by the Panel.

The  Panel  turned  its  attention  to  the  advertisement  for submissions and having made a minor amendment agreed that  the  advertisement  should  be  printed  in  the  Jersey Evening Post for 3 nights. The Panel agreed the necessary funding for this to be done.

8. Homes and Leisure Exhibition

 

The Panel agreed that it wanted to attend the next Homes MR and  Leisure Exhibition  to  be  held  over  the 6th  to  the  8th

November 2008 providing there is no clash with the election dates.

KLB The Panel noted that the subject of Identity Cards for States Members was  going  to the Privileges  and  Procedures Committee on Wednesday 3rd October 2005 and that the

Constable  of  St  Mary,  K  Le  Brun  was  to  talk  to  the Committee.

  1. Draft Energy Policy.

The Panel noted the Draft Energy Policy Public Consultation Panel Discussion  Paper  and  noted  immediately  that  the  report contained  useful  comments  about a waste  analysis being unavailable. After discussion it was considered that this item needed time during the next meeting and it was so deferred.

The creation and circulation of a broad sheet was suggested. PLC The Panel required a paper to be prepared giving full outlines

of the proposal with costings and manpower implications.

The Panel noted that the next meeting would be Thursday 4th October 9.30 a.m. It also noted that due to the short notice,

the agenda would be late. The meeting would be in the Le MR Capelain Room, States Building.
