| 2. Matters Arising a) Action Updates
Transport and Technical Services - The Panel noted that the Minister for Transport and Technical Services had confirmed his attendance at a Public Hearing for the Waste Recycling Review on the 17th September from 6.00 pm, at the Town Hall . It was further noted that an advert would be placed in the Jersey Evening Post for three nights, in advance of this Hearing. The final questions for the Hearing to be sent to the Minister would be forwarded to the Scrutiny Office on Tuesday 11th September by the Chairman.

- Members identification cards update – CLQ/MR/GoS
The Panel noted that this matter had been
considered by the Privileges and Procedures
Committee at its meeting on the 3rd May 2006, where the Committee had not been in favour of this
issue at the time. The Panel agreed that it wished for this matter to be raised at the next Privileges
and Procedures meeting, and requested for the CLQ/MR Greffier to be notified accordingly.
- British Retail Consortium – The Panel
requested that a letter to be drafted to the Department of Transport and Technical Services, requesting them to provide information of any testing that is conducted on green waste in order to screen it for harmful chemicals. It was agreed that dependent on the response received, this may be a
matter requiring further investigation. CLQ
- St Aubin's Bay water issue – The Panel noted letters that had been sent inviting various States Members to attend the Panel Meeting on the 21st
September to discuss water quality in the area of St Aubin's Bay. It was requested that responses to
these letters be sought in advance of the Panel's CLQ departure to Malmo on the 11th September.
CLQ The Panel received copies of the booklets detailing
the St Aubin's Bay Water Monitoring Data that had
been received from Transport and Technical Services. It was requested for Mr. S. Smith, Head of Health Protection Services, to be contacted to ascertain whether he had any further information to
add to the documents. The Panel further requested
to be provided with minutes from any Public Services meetings where the issue had been discussed.
- Comité des Connétable s meeting – The Panel noted the information that had been sent to the Comité des Connétable s in advance of the Panel's attendance at the meeting on the 10th September.
The Panel noted that Cierra (a Jersey based company in the process of establishing a trial to produce a plastic product as an alternative to wood used for decking and garden furniture) would also be attending the meeting at 10 am to make a presentation.

| It was agreed that as the Panel only had half an hour at the meeting, it was vital for the discussions to be as concise and focused as possible. It was further agreed that one issue the Panel wished to raise at the meeting was the opportunity for the Comité des Connétable s to comment on whether or not it would be interested in meeting with recycling organisations during the Panel's Waste Recycling Road show where it will present its reports findings to the public. |

| 3. | Proposed Air Quality Review terms of reference |

| a) The Panel noted the finalised terms of reference and scoping document for this review, subject to the following addition to Note 1: |

| 4. | Design of Homes Review |

| a) The Panel received and approved the revised version of the Design of Homes report. The Panel delegated responsibility to the Chairman to work with the Officer to produce the final version of the report, which would then be circulated to Panel members for final approval in advance of publication. | Chairman/CLQ |

| b) The Panel noted and approved the Malmo Budget and booking details for this visit. |

| c) The Panel noted the contract that had been signed by Mr Derek Mason, the Panel's adviser for this review. |

| d) The Panel welcomed Mr Derek Mason and Mr N Sacrotes to the meeting to discuss the itinerary for the visit to Malmo. Mr Mason provided the Panel with options of various visits the Panel could make on the last day of the trip. The Chairman advised the Panel that the Minister for Planning and Environment was unable to attend the visit on this occasion. |

- Waste Review – Public Hearing with the Minister for Transport and Technical Services
The Panel agreed that any questions that needed to be sent
to the Minister for Transport and Technical Services in Chairman/SP advance of the Public Hearing should be sent to the
Chairman by no later than 11th September, who would then forward them to the Scrutiny Officer for distribution to the
Minister.
The Panel agreed to hold a pre-meeting at 5.15 pm in advance of the Public Hearing, to provide an opportunity to finalise question plans.
- Proposed sites of Archaeological Interest
The Panel noted the consultation paper from the Planning
and Environment Department on the proposed sites of archaeological interest. It was agreed that Panel members
should consider whether they wished to make a response to
this paper in advance of the next Panel meeting scheduled
for the 21st September, where this document would be discussed in more detail.

The Panel requested that a list of the sites affected be obtained and included on the next agenda.
12. Future Meetings
Public Hearing with the Minister for Transport and Technical
Services on the 17th September 2007 at the Town Hall . Panel pre-meeting at 5.15 pm with the Minister due to attend
at 6.00 pm.
The Panel noted that the next meeting was scheduled for 9:30 am, 21st September 2007 in the Blampied Room, States
Building. It was noted that this meeting would go on until at least 2.30 pm due to the potential adviser's flight times.
