Air Quality.

The  questions  for  the  Public  Hearings  which  had  been circulated  previously  were  accepted  by  the  Panel  with some minor amendments. It was agreed that Deputy Le Claire would send a question to the officers for insertion. In respect of the questions to Senator B. Shenton, question 37  was  to  be  removed,  as  was  question  44  on  the questions for Senator Ozouf . A question was to be added to  Senator  Shenton  and  Senator  Cohen  asking  about monitoring air quality within buildings. The Panel required a similar question was asked by email of its advisor.

Waste Plant

The Panel interviewed Mr Matthew Corbin and Mr Adrian Blampied from BDO Alto Ltd. The terms of reference to be fulfilled by such a consultant were discussed and broad agreement was established as:

  • To examine and report on the costs, both capital and operational of the current waste systems and facilities in Jersey;
  • To advise on financial estimates, both capital and operational for the proposed Energy from Waste Plant;
  • To identify incorrect or missing items within the audit of the existing or proposed facilities;
  • To evaluate the financial implications of other technologies and systems which may be suitable for dealing with the Islands waste;
  • To attend hearings and assist in the

 

preparation of questions for those hearings;

To provide an evaluation report on the evidence received or identified by the Panel for inclusion in the final review report.

It  was  agreed  the  they  would  retire  and  consider  the Panel's  request.  A  letter  would  be  sent  to  the  Panel outlining how it was believed BDO Alto could best assist. MR

It was further agreed that the terms would be reviewed once the Panel had engaged an advisor for the waste plant side of the project. He could meet and advise BDO Alto, establishing  more  specifically  what  was  required.  The Panel accepted that the cost of the involvement of BDO in the review could only be estimated once this point had been reached.

3. Energy

Due  to  an  obligation  upon   Connétable s  Le  Brun  and Crowcroft to attend the Royal Court for Parochial matters,

the  Energy  Consultation  Document  was  deferred  to  a MR subsequent meeting.

4 Future Meetings

The Panel noted that the next meeting to discuss Energy would  be  between  0930  and  1130hrs  on  Tuesday  13th

November 2007 in the 1st Floor Meeting Room of Morier House.

It further noted that its next scheduled Panel meeting would take place between 0930 and 1330hrs on Thursday 15th

November 2007 in the Le Capelain Room.
