1. Minutes

The minutes of the meeting held on 02.02.07 were approved.

 

 

2. Matters Arising

  1. It was noted that the Housing Minister had moved the date for debating  the  Social  Housing  Property  Plan  proposition  to 17/04/07. This was felt to be unrealistic in terms of the time needed to complete a thorough review on an important issue. It was agreed that a letter should be sent from the main Panel to the  Housing Minister and  his Deputy  giving reasons why the debate should be put back to a later date.
  1. Members received the amended TOR and scoping documents.
  1. The meeting was informed of contacts made with potential advisers to date.
  1. It was noted that the initial request for information from the Housing  Department  appeared  to  have  met  with  an  adverse reaction.  It  was  agreed  that  wherever  practical  alternative sources would be used to avoid creating unnecessary work for Housing officers, but some information could only come from the Department.
  1. A call for evidence at this point was thought to be premature.

3. Administrative Matters

  1. Members received background information and submissions files.
  1. An outline for the review was discussed. It was agreed that the report should include sections on:
  • Historical perspective
  • Financial and budget analysis
  • Appraisal of the Plan to include the proposed shared

 

equity scheme

  • Analysis of Appendices D1 & D2
  • Possible case studies of developments in comparable

parts of UK SP/MO/CA

c) It was agreed that the Chairman and officers would produce a Gant chart for the review.

  1. The  Sub-Panel  will  seek  clarification  from  Treasury  as  to

whether  an  exemption  from  guidelines  in  P.A.C.  1/2007

regarding proceeds from the sale of capital assets has been or

will be granted in respect of the Social Housing Property Plan.

  1. It  was  suggested  that  a  questionnaire  sent  out  within  a SP/MO/CA Housing newsletter might raise concerns about confidentiality

amongst tenants. It was agreed that this would be considered in

compiling the questions which will be brought back to the next

meeting. Questions will need input from the Statistics Unit.

  1. Members agreed to review the Plan before the next meeting

and identify items needing closer investigation. These could be

referred  to  officers  in  advance  of  the  meeting  for  collation. MO/CA Members to be reminded of this one week in advance of the

meeting.

It was agreed to invite the Housing Minister, Deputy Minister and

officers at his discretion to meet with the Sub-Panel as soon as MO possible.  Three  possible  dates  were  proposed  for  his convenience. Venue to be Blampied or Le Capelain Room.

The Sub-Panel requested that officers seek confirmation from

the Department of the time taken to prepare the Social Housing MO Property  Plan  and  when  it  was  referred  to  the  Corporate Management Board and the Council Of Ministers.
