1. | Minutes The Sub Panel approved the minutes of the meeting dated 28th November 2007. |

2. | Matters arising The Sub-Panel considered the responses received from the oral questions asked by the Sub-Panel on 4th December 2007 and noted that the Minister for Economic Development had promised information regarding the current mix of locally qualified and non-qualified staff in the telecoms sector. The officer was directed to request the promised RUDL information and obtain the relevant sections of Hansard from December 4th 2007. The Sub-Panel received notes from an informal meeting of the Chairman with Mr Peter Funk, Mr Jeremy Swetenham and Mr Gary Whipp from Newtel on December 5th 2007. The Sub-Panel agreed to invite Newtel to a public hearing. The officer was directed to take the appropriate action. The Sub-Panel recalled that a letter from the Sub-Panel Chairman, dated 27th November 2007, to the Minister for Economic Development requesting confirmation of the terms of reference and timescale of the proposed review into the JCRA, had not been answered. 3. | Advice request of Professor David Parker The Sub-Panel considered both the response from Ofwat to the Sub- Panel's questions concerning gearing controls and Professor Parker's advice relating to Ofwat's response. The Sub-Panel agreed to write to the Minister for Treasury and Resources for further information on credit ratings as a potential mechanism to control gearing. It Further noted that the JCRA were unable to attend at this time and agreed to arrange a further public hearing on the 8th January 2008 for the JCRA to attend. The officer was directed to take the appropriate action. The Sub-Panel considered the questions for the forthcoming public hearings. The Sub-Panel recalled a meeting that was held at St. Paul's at which Lord Kingsland spoke on the subject of telecoms regulation.
