| Deputy Egré meeting with W Harris Deputy Egre advised that he had attended a meeting with Mr. Harris , Department of Electronics and confirmed the information already received in respect of the technology in Jersey in that it was well below any international standards and guidelines. He advised that Mr. Harris had provided a video which the Sub-Panel could view in respect of mobile telephony. The Sub-Panel agreed that it was essential that update and comprehensive information was made available to the public to ensure accuracy and informed decision making. The Sub-Panel noted that the differences between Tetra technology and mobile masts would be explained to it by Mr. Harris when he attended the forthcoming Public Hearing. It was further noted that the provision of Tetra masts was a statutory requirement. Contact had been made with the Home Affairs Department to identify the location and number of all Tetra masts. |

| 2. Visiting speakers To receive a report on the background to the proposed arrangements for Professor Rubin, Kings College and Mr Clarke from the Health Protection Agency to attend February Public Meeting to present his findings on the psychological impact of perceived health problems. The Sub-Panel authorised the expenditure to facilitate the visits and agreed that its officer should make the necessary arrangements. The Panel was advised of the process applied to identifying an appropriate lecturer. It was agreed that Professor Rubins' research would be very valuable to the Sub-Panel in its | CLQ |
deliberations. The Professor agreed to update his research at no charge to the Sub-Panel.
Confirmation was awaited from Mr. Clarke from the HPA.
The Sub-Panel approved an additional public meeting for the 15th February 2007 to take place at Hautlieu School. Terms of engagement for both speakers would be provided in respect of both speakers. A nominal fee was agreed in respect of both speakers as were all reasonable expenses.
The Sub-Panel requested that the press be advised of its decision to facilitate visits from the aforementioned speakers.

CLQ Public Meetings
The Sub-Panel noted the arrangements for the public meetings on the 18th and 19th January 2007 and confirmed that it would not wish to proceed with the additional meeting of the 20th January. The Sub-Panel noted that the meeting plan was as follows -

The Sub-Panel agreed the structure of questions to be used and recognised that it should convene an additional meeting to discuss the allocation of questions for witnesses.
The Sub-Panel requested that confirmation be sought from the Jersey Mast Concern Group with regard to who would appear on its behalf to give evidence at the Public Hearing.
The Sub-Panel considered a request from the Jersey Mast Concern Group to receive its Advisor Mr. B. Trower at a meeting other than those scheduled in order to avoid the group incurring additional expenditure to bring him over again.
The Sub-panel agreed that it was essential that the group was provided with the opportunity to have its advisor heard and was mindful that as it would not be appropriate for it to set a precedent of funding advisor for individual groups it could assist by providing a forum for the expression of concerns and presentation of evidence.
The Sub-Panel decided to convene a special public Hearing to receive evidence from the Jersey Mast Concern Group Advisor on Friday 19th January 2007 from 3.30pm - 5.00 pm in the Blampied Room, States Building, Royal Square.
- Questionnaire and reaching the wider public CLQ MO
The Sub-Panel agreed a timetable of activities at which it would conduct face to face interviews with the public using the questionnaire it had developed.
The media would be invited to attend the launch of the questionnaire on the 16th January 2007 in the Royal Square at 8.30 am.

The Sub-Panel requested that the website be updated to include its review. It agreed that as much information should be made available to the public as was possible. All the submissions received would be processed de-personalised and uploaded in due course.
- Actions required CLQ The Sub-Panel requested the following actions be undertaken - Establishment of how many phone masts were in Jersey;
How many of these were Tetra masts, where they were located; How many were on States property, where they were and what the level of revenue was as a result of having them.
To write to Connétable Murphy outlining why the Sub-panel is unable to fund the cost of an Advisor for the concern group.
