1 | Minutes of meeting held on 5th September were approved and signed. |

2 Item 7 05.09.08 | States Business Plan 2009 The Panel noted that following its decision at its meeting on the 5th September to circulate the paper produced by its adviser on the business planning process to all Panels; this decision had subsequently been rescinded by the Vice-Chairman, as there were some concerns regarding whether the content of the paper would be of benefit to the other Panels. It was noted that this document would therefore be discussed further by the Finance Sub-Panel at its meeting on the 14th October. |

3 | Financial Forecasting The Panel welcomed Professor Michael Oliver to its meeting to discuss papers he had prepared outlining his preliminary findings and recommendations, following consideration of the financial forecasting process. It was noted that Professor Oliver had held some very useful meetings regarding the forecasting process with various senior civil servants. The Panel discussed Professor Oliver's conclusions and recommendations, and agreed that a Panel hearing should be scheduled with the Minister for Treasury and Resources to discuss these issues in more detail, before Professor Oliver produced his final report. The Panel requested for the Scrutiny Officer to arrange this meeting for the 14th November 2008. | MH |

8 | Future Meetings: The Panel noted its next meeting was scheduled for the 5th November 2008; however it agreed to defer this meeting until the meeting with the Minister for Treasury and Resources, which it had requested to be arranged for the 14th November 2008. |
