3. Item 8 050308 | Scrutiny of international conventions The Panel considered a report dated 25th April 2008 on the process of ratification of conventions prepared by the Scrutiny Officer. A recommendation from Deputy Le Herissier that a proposal to ratify a convention should be laid before the States for a period of 15 days to allow all members the opportunity for consideration of the said convention was approved by the Panel. | MH |
4 Item 8 090408 | Draft Non Profit Organisations (Jersey) Law 200- (P.63/2008) The Panel considered draft comments on the above law. Deputy Le Herissier declared an interest in this matter, due to his involvement with Advocate Lakeman's pressure group, and withdrew from the meeting. With regard to the de minimis issue the Panel requested evidence to support the assertion that the IMF would not tolerate a de minimis at £5,000. It also wished to stress the importance of establishing a Charities Commission. Aware that Advocate Lakeman's group was considering proposing certain amendments to the draft law, the Panel agreed to defer finalisation of its comments. | MH |
5. | Annual States Business plan 2009 - Key Objectives The Panel noted the draft high level key objectives and success criteria for 2009 in relation to the Chief Minister's and the Treasury Departments. The Panel noted two significant items about which it requested further information, namely:

6. Item 1 290408 | Review into the proposed Importation of Bovine Semen The Panel agreed a draft budget for this review in the sum of £10,872. The Panel noted that the Chairman wished to give consideration to a potential site visit for this review, and requested for the Scrutiny Officer to establish the most suitable place to visit, should it be agreed by the Sub- Panel that this would be of benefit to its review. The Panel discussed the timescale for the review and agreed that, given the complexities of the issues involved, it might be necessary to request an extension beyond the scheduled date of debate on 15th July. The Panel requested for an open letter to be drafted to the Chief Minister, and copied to the Milk Marketing Board, highlighting the Panel's concerns with the agreed timescales, and requesting for consideration to be given to a possible delay in the debate date to allow the Panel sufficient time to conduct their review. | SP SP |

8 | Draft Civil Aviation (Jersey) Law The Panel noted that there were still complicated issues to be resolved in relation to this item of legislation.
