Terms of Reference –

Approved  amended  terms  of  reference,  and  requested  for  the updated version to be uploaded to the Scrutiny website.

Population Register Proposals –

Received transcripts from the Public Hearings held with the Migration Advisory Group and the Data Protection Commissioner on the 20th

December.

Panel noted and discussed a summary document prepared by its adviser based on the information discussed during the hearings. It was agreed that the Panel still had outstanding queries regarding the following issues:

  1. Clarification  as  to who  will  have  responsibility  for the  Jersey Names and Address Index and the Population Register.
  1. Confirmation as to whether an Identity Card debate is likely to be brought to the States.
  1. Costs of collecting new data to populate the database, rather than the current proposal to use existing data.
  1. How  it  is  proposed  to address  the  problem  posed  by  the uncontrolled housing market, and accurately measuring the number of individuals falling within that section of the population.
  1. Information on the software proposed to be used to complete the matching process, including its past success rate.
  1. How  many  records  exist  in  each  of  the  databases  that  are

 

 

proposed to be matched.

  1. Whether an out-sourced service has been considered to complete the matching process.
  1. What the implications of using new data would have on timescales for forming the register.
  1. Clarification as to the formal de-registration process proposed for the database.
  1. Further  information  surrounding  both  the  systems  and  the processes that are involved in assuring the security of the data that is collected and managed as part of the JNAI process.

Panel requested for a letter to be drafted to be sent to Deputy Gorst , as Chairman of the Migration Advisory Group, raising each of these concerns and requesting for written responses as soon as possible.

Imagine Jersey 2035 –

  1. Panel  noted  the  Imagine  Jersey  2035  Public  Conference scheduled for the 19th January 2008.
  1. Agreed that the Panel's adviser should be requested to provide comments following the Imagine Jersey conference.

It was recalled that the Panel had invited the Chief Minister to attend a  Public  Hearing  on  the  20th  December;  however  this  date  had

subsequently been postponed. Panel requested for a Public Hearing to be arranged with the Chief Minister as soon as possible after the Imagine Jersey event.
