The Panel approved and signed the records of its meetings held on the following dates:

2. Customs and Immigration

The Panel received an oral update on the progress of its review. The Panel agreed that confirmation would be sought about the procedures by which Departmental officers wishing to contribute to reviews should engage with Scrutiny Panels.

3. Social Inclusion – Mont-à-l'Abbé

The Panel considered and approved the Scoping Document, Terms of Reference and Advisor Engagement Brief for its review, although it agreed that future consideration would be required of any comments that the Chairman may have on those matters.

The Panel agreed that the Minister should be advised about the Terms of  Reference  and  that  work  should  continue  on  securing  the appointment of an advisor.

4. Marriage and Civil Status  

The Panel noted the draft Question Plan for its Public Hearing with the Minister for Home Affairs, to be held at 2pm on Friday 16th May 2008. It agreed  to  feedback  to  the  officers  with  any  further  questions  or comments ahead of the Hearing.

The Panel was advised that Dr Moran had indicated that she would be making a written submission to the Panel's review.

 

 

5. Panel Budget

The Panel noted its budget reports for the first and second quarters of

 

 

2008.

 

 

6. Action Updates and Matters Arising

The Panel noted the Action Updates and asked the officer to request a response from the Chief Minister to previous correspondence about the Social Policy Framework.

The  Panel  noted  receipt  of  the  briefing  notes  of  the  Chairmen's Committee meeting of 28th March 2008.

7. Ministerial Decisions

The Panel noted that no decisions had been made by the Minister for Education, Sport and Culture between 23rd April 2008 and 6th May 2008.

The Panel noted that the following decisions had been made by the Minister for Home Affairs:

  1. Prison Board of Visitors - Annual Report 2007 (MD-HA-2008-0022)
  1. Response to the Education and Home Affairs Scrutiny Panel's report

- Policing of Events : User Pays? (MD-HA-2008-0025)

 

 

8. Questions to Ministers

The Panel noted that the Minister for Treasury and Resources and the Chief Minister  would answer questions without notice at the States sitting on 13th May 2008.

 

 

9. Future Meetings

The Panel noted that its next scheduled meeting would occur at 9:30am on 2nd June 2008.
