1. Early Years

The Panel continued its meeting from 3rd March 2008 with its expert adviser for the Early Years review, Dr C Hamer. The Panel further discussed its draft report and agreed a timetable for its feedback on the amended version. It also agreed to propose 20th March 2008 as the date for its briefing from the Department of Health and Social Services in relation to its work in the Early Years.

2. Policing of Events

The Panel noted that the draft report had been amended following a meeting on 3rd March 2008 of the Chairman and Deputy Pitman. It further noted that Connétable Butcher had been sent a copy of the report. The Panel agreed to amend syntactically one recommendation and subsequently approved the report as amended.

It was agreed that a copy of the report would be e-mailed to the Minister for Home Affairs; draft correspondence to accompany the report was approved. It was further agreed that the report would be distributed under embargo on 7th March 2008 to States Members and the media, in that order. It was noted that the Panel would be in a position to meet the media at 1:00pm on 10th March 2008.

The  Panel  noted  that  a  summary  version  of  the  report  would  be distributed to those members of the public who had made a submission during the review but that these individuals would be advised on how to obtain a copy of the full report.

3. Draft Civil Aviation Law

The Panel considered and amended its draft comments on the Draft Civil  Aviation  (Jersey)  Law  200-  (P.18/2008). The  Officer  was requested  to  enact  the  amendments  and  to  circulate  the  revised comments to Panel Members. It was agreed that if no amendments to the draft comments were subsequently received by the morning of 5th March 2008, the comments would be taken as approved and forwarded to the States Greffe for presentation and circulation to States Members. It was agreed that the Minister would be advised of the Panel's chosen course of action.
