Minutes of Previous Meetings

The  Minutes  of  the  Meeting  of  22nd  May  2008  required  an amendment  and  the  signing  of  these  Minutes  was  therefore deferred. The discussion relating to this amendment is contained within Part B Minutes.

Matters to Note

The following matters were deferred to the next meeting:

Draft Sea Fisheries Review

The Panel reviewed the scoping documents relating to the Draft

 

 

Sea Fisheries (Inshore Trawling, Netting and Dredging) (Jersey) Regulations 2001 and approved the document.

The Panel also agreed the Terms of Reference:

  • To examine the most appropriate time for nets to be set, having  regard  for  the  ecological  effects  of  the  marine environment.
  • To consider the effects of nets being reset within a limited area.
  • To consider the policing and administration issues of the amendment.

The Panel further agreed that a Public Hearing should be held on 24th  June  2008,  at  which  the  Panel  could  interview  witnesses

relating to this issue.

Drainage (Jersey) Law 2005 Policy Change

The  Panel  noted  the  comments  relating  to  the  Drainage  Law: Service of Notice on Owners (P.57/2008) which were presented to the  States  on  3rd  June  by  the  Chairman  on  behalf  of  the Environment Scrutiny Panel.

Annual Business Plan

The Panel noted that it was still awaiting information relating to £400,000 lost revenue from the Tipping Charges and a further request for this information was to be made from the Transport and Technical Services Department.

Integrated Traffic and Transport Plan

The Panel noted that, due to the absence of Deputy Le Claire, who had been leading the visit from Transdev, this item was to be deferred to the next agenda.

Supplementary Planning Guidance

The Panel noted that only one member had made a response to this  consultation  period  and  that  it  had  been  arranged  for  an extension of the closing date which had been 31st May to 30th June. All  Panel  members  were  urged  to  respond  with considerations of the fourteen points laid out within the guidance document.

The  Panel  noted  the  next  scheduled  meeting  was  due  for Thursday, 26th June 2008, at 09.30 hours in the Le Capelain Room

Waste Plant Review

The Panel had held a Public Hearing and spoken to the following guests:

  1. Mr Le Feuvre from Huelin Renouf
  2. Mr Paine from Condor Logistics
  3. Mr Bruno Kay-Mouat from Alderney Shipping Co Ltd

The Panel noted an invoice from Juniper in the sum of £2,996.78, which was approved for payment.

The Panel received an oral update from the Chairman on the presentation to the Comité de Connétable s which took place on Monday, 9th June 2008. During the presentation the Chairman had invited members of the Comité de Connétable s to a fact finding trip to the UK to look at recycling plants at Scrutiny's expense.

Air Quality Review

The Panel noted that the report on the Air Quality Review had been completed and presented to the States as SR8/2008 on 10th

June 2008.
