Item 8 10.01.08 | Consultation response to the Masterplan for the Esplanade Quarter, St. Helier ' The Panel received and considered a further draft of its response to complete its comments on the Masterplan for the Esplanade Quarter, St. Helier ', produced by Hopkins Architects on behalf of the States. The Panel recalled that it had received and considered this document previously. It further discussed the merits of the scheme for the development of the Esplanade, Weighbridge and Waterfront areas and requested additional comment be made in respect of the scheme in general, the lack of sufficient integration with the town centre and regeneration information. These would be in addition to concerns about only one developer having being approached in respect of the development. The Panel requested that the final amended document be circulated to members after which it should be submitted to the Department. The Chairman advised that the Minister for Planning and Environment had requested an early meeting to discuss the consultation document. | The Panel requested that the officer identify a date suitable for Mr. Monier to visit Jersey. Subject to the confirmation of an appropriate date it requested that arrangements for a meeting venue, lunch and a visit to the Parish of St. Helier recycling operation be made. Information Leaflet The Panel requested the production of an information leaflet advertising the forthcoming public meetings relating to the waste plant review, the exhibition and featuring a picture of the proposed incinerator. PR Company The Panel agreed that a local public relations company, namely Direct Input should be approached in respect of facilitation at the forthcoming public meetings to be held at four parish halls. JEP Advert The Panel agreed that a draft advertisement should be prepared for the JEP to advise the public of the dates and the Chairman should work with the officer to prepare a press release. Juniper The Panel was advised that following contact with Juniper it had been confirmed that initial work had begun. The Advisors would be available to attend a meeting with the Panel in Jersey on that day. BDO The Panel was advised that efforts were being made to confirm the daily rate to be charged by the consultants, subsequent to which the contract would be finalised. The meeting for the Chairman with the Company had been confirmed for Monday the 21st January 2008 at 9.00 am.
