Item 5 2.10.08

1. Mr. Lundhus visiting speaker

The  Panel  recalled  that  although  it  had  not  agreed  to  fund  or support Mr. Lundhus visit and public presentations, it had agreed to receive  a  Panel  presentation from  Mr.  Lundhus  as  a matter  of courtesy, an expert in bridge building.

Due  to  time  pressures  on  Panel  members  due  to  other commitments  normal  business  was  deferred  to  a  subsequent meeting.

The Panel welcomed Mr Lundhus and Mr. P. Walsh, Jersey Society of Engineers to the meeting. The Chairman advised the Panel that he had invited States members to attend the presentation. Deputy

B. J. Fox attended.

Mr.  Lundhus  provided  the  meeting  with  a  comprehensive presentation  on  the  processes  applied  to  the  successful management of bridge construction projects between Sweden and Denmark and Denmark and Germany. The meeting was advised that the key to success on such complex multi jurisdictional projects was the agreements and financial securities put into place prior to any construction taking place.

It  was  noted  that  the  technical  challenges  regardless  of  their

perceived enormity can always be overcome and the completed projects  resulted  in  the  development  of  many  construction  and engineering firsts.

The meeting was provided details relating to necessary political intervention,  timing,  management  structures,  funding,  traffic revenue  through  toll  charges,  economic  and  cultural  benefits, environmental issues and the setting of clear aims and objectives.

The Panel thanked Mr. Lundhus for his presentation and advised of a working party that was looking at the feasibility of such a project it also thanked Deputy Fox for his attendance.

The delegation withdrew. RD. PLC. SC.
