Matters arising.

Waterfront Consultation Document

 

The  Panel  discussed  the  problems  perceived  within  the proposals for the Waterfront and agreed;

  1. It needed to be aware of the Terms of Reference that Corporate Services reviewed.
  2. To compare the current plan with previous plans.
  3. A review would cover
  1. The sinking of the road
  2. Car parking scale and location.

The  Panel  agreed  that  it  was  pointless  trying  to  resolve those  issues  until  the  Transport  and  Technical  Services

Minister, Deputy G. De Faye had submitted the Transport and Travel Policy which was currently overdue.

The Panel decided to write to the Minster for Environment and Planning, Senator F Cohen informing him that should the Panel review the Waterfront it would focus on the traffic, sunken road and car parking issues but that the Panel felt it was  unable  to  proceed  with  this  until  such  time  as  the Transport  and  Travel  Policy  was  published. It  further required that a letter be sent to the Minister for Transport and Technical Services requesting a copy of the Transport and travel Policy as soon as it was available.

Consideration was given to the position of the Connétable of St. Helier , Connétable Crowcroft in relation to the Panels' intention to review the Waterfront. The Panel agreed that there was no conflict of interest for the Connétable with the subject areas the Panel wished to review.

The Panel noted

  • The action updates from previous meetings.
  • Chairmen's Committee Update
  • The response from the Treasury Department relating to  the  contribution  made  by  the  Jersey  Electricity Company to the States.
  • The  Response  from  Mr  Alan  Muir,  Head  of  the Department of Vehicle Standards in respect of the branchage consultation.

Waste Plant Review.

  1. The Panel noted the update of the review to date.
  • Juniper had commenced work as advisor.
  • BDO contracts had been finalised.
  • Channel  103  advertising  was  continuing  as  agreed previously by the Panel.

The Panel approved the draft of the leaflet for the public meetings which was to be printed in house at the States Greffe.

It was accepted that the use of the company Direct Input was  not  possible  for  the  public  meetings  due  to insufficient time being available to allow the company to produce the standard of results to which they aspired. It was  agreed  that  the  company  would  be  useful  in  the preparation of the exhibition to be held in March.

  1. The  Panel  noted  and  approved  the  agenda  for  the meeting with Mr. Didier Monier of Romni Recyclage on 7th

February 2008.

c) The Panel noted an e-mail from Mr Paul Ellison outlining his concerns about the Bellozanne Energy from Waste Incinerator.  The  Chairman  agreed  to  send  a  letter  in response to this and to have a meeting with Mr Ellison if required.

d) In  consideration  of  the  new  Channel  103  scripts,  the Panel  tasked   Connétable   Crowcroft  with  amending  the draft on behalf of the Panel with the use of the 20 second and 10 second advertisements in preference to the thirty second script.

The Panel noted that two Members would be attending the arranged visit to the Bellozanne Energy from Waste Plant at

1.00 pm on Thursday 28th January 2008.

Air Quality Review

The Panel noted

  • That Professor Laxen had been requested to expand on the report submitted.
  • That some technical information had been requested from  Mr  Steve  Smith,  Head  of  Health  Protection Services.
  • The payment of £1,160.00 for Air Quality Consultancy work by of Professor Laxen for the period 1st to 31st

December 2007.

Future Meetings.

The Panel noted an extra meeting with the advisors from Juniper  and  BDO  to  be  held  at  1200hrs  on  Friday  1st

February 2008.

The next scheduled meeting was noted to be at 0900hrs in the Le Capelin Room of the States Building on Thursday 7th

February 2008. The Panel noted the change of time from that previously circulated.
