The Panel noted apologies from the Chairman and Vice-Chairman. 515/17

The Panel considered proposed amendments by Panel Members

to the draft report and agreed changes accordingly. The Panel spoke to the Chairman by telephone to relay the Panel's decisions.

The Chairman agreed with the Panel's decisions regarding Deputy D.J.A Wimberley's amendments. The Chairman agreed with the decisions made by the Panel, but reiterated his preference for the

sub section Caps by Stealth' to be maintained. The Panel agreed TO to the Chairman's suggestion and the report was approved subject

to the agreed amendments being made.

The Panel noted the significant time pressures, and agreed to distribute the report by email to all States Members by the end of

the day, Friday 16th October 2009, with printing of the report on Monday and hard copy distribution on Tuesday 20th October. The Panel noted the advice of the officer that the report would not be

fully formatted in view of that time frame and the Panel agreed that

the report should still be presented in such knowledge. The Panel TO further agreed to distribute the report to the media under embargo

until 0600 hours on Monday morning. The Panel agreed that the report  would not be sent to stakeholders because of the  time constraints.
