1. Depositor Compensation Scheme

The  Panel  noted  an  article  distributed  by  the  Chairman  the business from Business Brief magazine regarding the Depositor Compensation Scheme.

The Panel was joined by the Deputy Greffier of the States. The Panel discussed with the Deputy Greffier the draft Amendments that  the  Chairman  had  continued  to  work  on  with  the  Law Draftsman, and ws advised that the proposed Amendments were complex with regard to their possible affect on the running of the debate. The Deputy Greffier further explained to the Panel the procedures for lodging the amendments and advised that in order to lodge the Amendments in time for distribution to the States ahead of the following day's scheduled debate, the Panel would need to have agreed the Amendments and officers drafted the accompanying report by 2:00pm that day, 19th October 2009.

Due  to  the  pressing  timeframe  the  Panel  agreed  to  delegate responsibility for writing the report accompanying the Amendments and for finalising the Amendments to the Chairman.

The  Panel  further  discussed  the  issue  of  the  very  pressing timeframe,  and  agreed  that  it  would  be  beneficial  for  States Members and the quality of the debate on this important matter to seek to defer the States debate scheduled for the following day for a further two weeks.

The  Panel  agreed  to  telephone  the  Minister  for  Economic Development to discuss its proposal.

The Minister broadly agreed with the Panel, but advised that it would ultimately be a matter for States Members to decide. The Minister  requested  that  before  taking  a  final  decision  on  his

support  or  otherwise  for  the  Panel's  suggested  delay,  for  the Panel's he be forwarded a copy of the final Amendments and accompanying report, which the Panel agreed to provide. It was agreed that the Minister and Chairman would discuss the matter further at 4:30pm that day, 19th October 2009, and the Chairman would update the Panel as to the outcome.

The Panel noted that its next scheduled meeting would take place on Monday 26th October 2009. The officer advised the Panel that due to the concentration on the Depositor Compensation Scheme review  the  Panel  had  a  large  accumulation  of  work  to  take necessary  action  on,  including  a  number  of  unsigned  Minutes dating back to August. The Panel agreed however to cancel the scheduled meeting and agreed to meet again on 9th November 2009.
