1. Depositor Compensation Scheme

The Panel noted apologies from the Vice-Chairman, Deputy C.F. Labey . The Panel agreed that the officers would send an update of decisions made at the meeting to the Vice-Chairman.

The Panel considered the progress of the draft amendments and accompanying questions from the Law Draftsman.

The Panel received an update from the Chairman with regard to the  drafting  of  the  review  report.  The  Panel  noted  that  the Chairman had received a draft of the full report from the lead officer on 2nd October 2009. The Chairman advised the Panel that he had begun to personally draft additional Sections and to add to or amend parts of those drafted by the officer. The Panel agreed that the Chairman would forward the Panel the full draft report on

9th October 2009.

The  Panel  noted  the  pressing  timetable  for  lodging  the  report ahead of the States debate on the 20th October 2009 and recalled

that  the  report  should  be  sent  to  witnesses  for  up  to  5  work working  days  in  order  that  they  might  check  the  factual  and technical accuracy of their evidence. The Panel agreed that the Report should be sent to stakeholders to check factual accuracy

the week commencing 12th October 2009.

The Chairman raised the issue of the Panel's limited and late attendance  at  the  morning  meeting,  and  reiterated  the  tight deadline for lodging the amendments and presenting the report.

The Panel noted that its next scheduled meeting would take place

at 9:30am in Le Capelain Room, States Building, on Monday 12th October  2009.  The  Panel  agreed  for  the  officer  to  arrange  a

conference call during the meeting for the Chairman, as he would be travelling to the United Kingdom and would be off-Island for the
