1. Records of Previous Meetings

The Panel approved the records of its meetings held between 10th August and 19th October 2009.

2. Depositor Compensation Scheme

The Panel commenced its evaluation of its review of Depositor Compensation. The Panel agreed that a review evaluation form should be drafted based on its discussions.

3. Intellectual Property

The Panel noted receipt of Intellectual Property (Unregistered Rights) (Jersey) Law 200- Draft September 2009, received from the  Department  of  Economic  Development.  It  also  received copies of the table IPURL comparison with UK law and treaty compliance -  Sept  09  draft and  explanatory  report  from  the Department.

The Panel agreed to seek the engagement of an independent TO expert adviser to assist its consideration of the draft legislation

and to help inform the scope of any work that it may undertake.

The Panel further agreed to request the following background information from the Department of Economic Development:

A timeline of the development of the proposals, including how

they first came about TO Any studies, evaluations or cost-benefit analysis of the value to Jersey of pursuing Intellectual Property

A timetable of how the Minister intends to proceed with the relevant legislation

4. Work Programme

The Panel considered potential topics to be included on its Work Programme for 2010, and agreed to consider the following ahead

  • Rural Economy Strategy
  • Airport and/or Harbours
  • Jersey Enterprise
  • Jersey Finance
  • Economic Stimulus - aspects relevant to Panel remit
  • Youth unemployment/Highlands College/Skills and training
  • JCRA - role vis á vis utility companies
  • JFSC
  • Intellectual  Property  (preliminary  work  to  be scoped  and identification of potential advisers)

The Panel further agreed that it would prioritise completion of its current reviews of Bag Limits and Tourism PPP. It requested the TO Officer to progress drafting of the Bag Limits report and circulate

it for consideration ahead of the Panel's next meeting.

The Panel also discussed its approach to future reviews, and agreed that it would consider the greater use of Sub-Panels.

  1. Chairmen's Committee

The Panel noted papers from the Chairmen's Committee regarding Ministerial  Responses  to  Scrutiny  Reports,  additional  staff through contractual posts and The Isle publication.

  1. Future Meetings

The  Panel  agreed  that  it  would  request  a  Quarterly  Update hearing with the Minister for Economic Development on either TO Monday  14th  December 2009  or  Wednesday  16th  December 2009.

The Panel noted that  its  next scheduled  meeting would take place  on  7th  December  2009,  Le  Capelain  Room,  States Building.
