1. Records of Meetings

The records of the meetings of 8th September 2010 were approved and signed.

 

 

2. Matters Arising

The  Panel  noted  the  status  of  action  updates  from  the  previous meeting on the 8th September 2010.

 

 

3. Chairmen's Committee

The Panel noted the briefing notes from the Chairmen's Committee meeting held on 23rd September 2010.

4. Cultural Strategy Review

The Panel discussed the Public Hearings that had been held on the 4th and  5th  October,  and  noted  that the final  Public  Hearings for  this review were scheduled for 11th October.

5. Policing of Beaches and Parks Review

The Panel noted that the Sub-Panel was scheduled to meet on the 13th October. It was further noted that several submissions had been received in response to the Panel's call for evidence.

6. Succession planning within the States of Jersey Police Service Review

The  Panel  noted  that public  hearings  had  been  arranged for  15th October, and discussed its question plans for these hearings. The Panel  requested  the  Officer  to  circulate  the  draft  questions  for approval by email.

7. School Suspensions Review

The Panel noted a briefing paper from its adviser for this review. It was agreed  that  the  issues  contained  in  the  briefing  paper  should  be incorporated  into  a  letter  to  the  Minister  for  Education,  Sport  and Culture, and circulated to the Panel for approval by email.

8. Higher Education Fees Review

The Panel noted the Higher Education Consultation document, and

 

 

requested the Officer to arrange a briefing from the Department for Education, Sport and Culture on the proposals.

9. Home Life Exhibition

The Panel discussed the Home Life Exhibition, and agreed it wished to use the Exhibition as an opportunity to seek comments from members of the public on its review into Surveillance. It was agreed that written responses would be sought on areas falling within the Panel's terms of reference.

10. Surveillance Review

The Panel requested the Officer to draft terms of reference for its review, to ensure the remit of the review was clearly defined in time for the Home Life Exhibition,  where members of the public  would be asked for their comments.

11. Agenda Items

The Panel discussed whether it wished to only include information that related  to  reviews  on  future  Panel  agendas,  to  cut  down  on administrative items. It was agreed that only questions without notice sessions  for  the  Minister  for  Home  Affairs  and  the  Minister  for Education, Sport and Culture would be included on future agendas. It was  further  agreed  that  Ministerial  Decisions  would  no  longer  be included as agenda items, but agendas would continue to include any relevant forthcoming propositions.

 

 

12. Forthcoming Propositions

The Panel noted that there were no recent forthcoming propositions lodged au Greffe pertinent to the Panel's remit  

 

 

13. Ministerial Decisions

The Panel noted receipt of recent Ministerial Decisions pertinent to its remit,  and  requested  the  Officer  to  contact  the  Home  Affairs Department regarding MD-HA-2010-0064 to ask whether the audit of the Tetra radio system had drawn attention to any shortcomings or problems with the system.

14. Questions to Ministers

The  Panel  noted  that  the  Minister  for  Transport  and  Technical Services and the Minister for Treasury and Resources would take questions without notice at the States sitting of 12th October 2010.

 

 

15. Future Meetings

The Panel noted that its next meeting was scheduled for the 10th November 2010 at 9.30am, Le Capelain Room, States Building.
