2. Matters Arising

The  Panel  noted  the  status  of  action  updates  from  the  previous meeting on 9th March 2011.

The Panel agreed for Deputy Tadier to finalise the draft proposition in support of findings within the Prison Board of Visitors report and lodge it for debate.

3. Draft Repatriation of Prisoners Law

The Panel considered the Draft Law and accompanying report due to be debated on 7th June 2011. The Panel requested the Officer

to  arrange  for  a  briefing  with  the  Minister  for  Home  Affairs  to discuss the draft law. The Panel further requested that the Minister highlight any controversial points in advance of the briefing.

In addition the Panel requested to see the statement on human rights compliance to accompany the law. It wanted further detail on whether the statement was standard or whether further analysis was used.

4. Scrutiny Matters Newsletter

The Chairman requested for a copy of the draft to be emailed in order to add to it.

5. Licensing Legislation Review

The  Panel  discussed  the  response  from  the  Economic  Affairs Scrutiny Panel with regard to a review of Licensing Legislation. The Panel felt that this review should be led by the Economic Affairs Scrutiny Panel and agreed to wait until a new Chairman was

 

 

in place before asking the Panel again whether they would want to form a joint Sub-Panel to look into the issues raised.

6. Legal Aid Review

The Panel agreed that this subject matter should be put forward as a suggested review for the new Panel once elected later in 2011.

 

 

7. Ministerial Decisions

The Panel noted receipt of recent Ministerial Decisions pertinent to its remit.

 

 

8. Future Meetings

The Panel noted that its next meeting was scheduled for 15th June 2011, Scrutiny Meeting room, States Greffe.

9. Policing of Beaches and Parks Review

The Sub-Panel Chairman explained to the Panel that the draft report was waiting for final changes and approval from Sub-Panel members before being sent to Stakeholders for evidence review. The Sub- Panel hoped that the report would be presented by the end of May.

10. Wiltshire Report – follow up

The Panel requested the Officer to follow up on a statement made by the  Chairman  by  way  of  a  press  release  on  17th  March  2011

requesting action from the Minister for Home Affairs in relation to the Wiltshire Police's investigation's report.
