1. Education and Home Affairs Scrutiny Panel New Police HQ: Proposed Location Review

The  Committee  considered  the  Scoping  Document  and  Terms  of Reference for the Review. A number of concerns were raised by the Committee in relation to:

  • The  short  timeframe  available  to  the  Panel  to  complete  the Review  ahead  of  States  debate  on  20th  November  2012  of P.92/2012 Police Station Relocation: review of decision;
  • The  possible  overlooking  of  all  relevant  documentation, particularly on the issue of traffic;
  • The  absence  of  Public  Hearings  as  a  means  of  evidence gathering;
  • The omission of key Planning aspects from the Review;
  • The possibility that the Review would be more comprehensive if undertaken by a Sub-Panel combining members of the Education and Home Affairs and Environment Scrutiny Panels.

The Chairman and Officer of the Education and Home Affairs Scrutiny Panel  addressed  all  concerns  raised  to  the  satisfaction  of  the Committee, with the exception of the Chairman of the Environment Scrutiny  Panel  due  to  his  concern  over  the  omission  of  planning aspects which could have been considered through the formation of a Sub-Panel.
