1. Records of Meetings

The Panel approved the records of its meetings held on 16th, 23rd and 28th March 2012. The records were signed accordingly.

2. Medium Term Financial Plan  

The Panel noted that the Chairman and Vice-Chairman would meet in order to draft Terms of Reference for the Panel's proposed review of the Medium Term Financial Plan (MTFP). It was further noted that the Scrutiny Officers would hold an officer-meeting with the appropriate officials  at  the  Department  of  Treasury  and  Resources  in  order  to determine whether there was any further information which could be provided for the Panel's attention.

3. Quarterly Hearing with the Minister for Treasury and Resources

The Panel was advised that apologies had been received from Senator P.F.C. Ozouf , Minister for Treasury and Resources, for 25th April 2012 and that the Quarterly Public Hearing scheduled for that day would therefore be re-arranged.

4. Gigabit Jersey

The Panel noted that no documentation had been received in response to its requests for information relating to Gigabit Jersey.

5. Population and Migration

Consideration  was  given  to  the  Panel's  draft  report.   The  Panel discussed the main body of the draft report and agreed amendments which the Scrutiny Officer was requested to enact. It was agreed that the draft report, once amended, would be circulated for Panel approval in  order  that  on  12th  April  2012  the  draft  could  be  provided  to contributors for comment on the factual accuracy. The Panel  was advised that, in accordance with Paragraph 11.7 of Code of Practice for Scrutiny Panels and the Public Accounts Committee, contributors would be afforded five working days in which to return their comments and that, on that basis, presentation of the Panel's report to the States would ultimately occur during the week beginning 23rd April 2012. The Panel agreed to meet on 18th April 2012 to consider its findings and recommendations. It was further agreed that Panel Members would consider  the  matter  and  circulate  ideas  in  relation  to  findings  and recommendations by 1:00pm on 16th April 2012.

6. Housing Capital Projects

The Panel received a briefing from Senator P.F.C. Ozouf , Minister for Treasury and Resources, and Deputy A.K.F. Green MBE, Minister for Housing, in respect of the funding of housing capital projects. That part of  the  meeting  was  held  in  private  session  under  Paragraph 3.2.1(a)(xiv)  of  the  Code  of  Practice  on  Public  Access  to  Official Information and a separate record was therefore taken.
