| 1. Records of Meetings The Panel approved the records of its meetings held on 12th, 19th, 21st and 25th September 2012. The records were signed accordingly. |

25/09/12 Item 1 513/36 | 2. Population and Migration The Chairman of the Population and Migration Sub-Panel informed Members that the Sub-Panel had met twice since the beginning of the review and was scheduled to meet again on 19th October 2012. Furthermore, Members were informed that, during the Sub-Panel's last meeting, a detailed discussion took place regarding potential topic areas to explore. It was agreed that the main focus of the review would be to examine the proposed provisions contained within the Control of Housing and Work (Jersey) Law, in light of the 2011 Census results. The Panel noted that the draft Terms of Reference and a draft Scoping Document had been circulated to the Sub-Panel for its review and consideration at its next meeting. It was further noted that the Privy Council was due to meet this week to discuss the Control of Housing and Work (Jersey) Law and the Register of Names and Addresses (Jersey) Law. |

11/10/12 Item 1 513/35 | 3. Medium Term Financial Plan (MTFP) The Chairman of the MTFP Sub-Panel advised Members that its report was near completion and was to be presented to the States on Friday 19th October 2012. The Panel was further advised that a Scrutiny presentation on the MTFP report would take place on 23rd October 2012, to which all States Members were invited to attend. The Panel noted that the MTFP was to be debated on 6th November 2012. The Panel noted that its report in respect of the Department of Treasury and Resources had been circulated by e-mail and, no further comments having been identified, it had been distributed to States Members and presented to the States. The Panel approved its report in respect of the Chief Minister's Department for presentation. | WM |
| The Panel further noted receipt of an invoice for £4,637.50 for work undertaken by MJO Consulting for the Corporate Services (MTFP) Sub-Panel. The Panel was advised that payment of the invoice would not take expenditure past previously agreed levels and it was therefore noted that arrangements would be made for the invoice to be paid. The Panel was advised that, upon payment of the invoice, a total of £87.50 remained available for use on the engagement of MJO Consulting. | WM |
513/1(40) | 4. Quarterly Public Hearing with the Chief Minister The Panel considered areas of questioning for the Quarterly Public Hearing with Senator I.J. Gorst , Chief Minister, on 31st October 2012. The Panel identified External Relations, Corporate Governance, Public Sector Reform, Human Resources and Information Services as potential areas of questioning for the Chief Minister. The Officers were requested to draft a question plan, based on the discussion that had taken place, and circulate to the Panel for its review and comments. It was agreed by Members that a maximum of six topic areas would be identified and questions would remain focused. Deputy R.J. Rondel provided his apologies to the Panel as he would be unable to attend the Quarterly Hearing with the Chief Minister on 31st October 2012. | WM/ SM |

International Relations The Panel noted that it was due to meet the Director of European Affairs at the Channel Islands Brussels Office at 11:00am on 18th October 2012, in Le Capelain Room. It was also noted that an agenda and other documentation had been circulated to the Panel in advance of the meeting. |

513/1(40) | 6. Correspondence Received The Panel noted receipt of correspondence it received from the Chairman of the Public Accounts Committee relating to PAC1/2012. Due to the fact that this matter now fell under the remit of the Corporate Services Panel, it was agreed that a follow up on recommendations would take place prior to the Quarterly Hearing with the Chief Minister on 31st October 2012. The Panel also noted receipt of correspondence from the Chief Minister relating to the States of Jersey Law 2005. It was agreed by Members that this matter would be discussed at the upcoming Quarterly Public Hearing. | WM/ SM |
510/1(3) | 7. Evaluation of Questioning Training The Panel recalled that it had attended a questioning training course on 1st October 2012. It was agreed that the training was very useful as it provided Members with new questioning techniques, structures and models. In particular, the Panel highlighted the benefits of the training for emphasising the importance of preparing shorter and more focused questions for Public Hearings. |
