1. Population and Migration

The Panel considered its draft report and, in particular, draft findings and  recommendations.   The  Panel  identified  amendments  which  it requested that the Scrutiny Officer enact before a revised draft was circulated to the Panel.

Consideration was given to whether a statement should be made to the States Assembly, once the Panel's report had been presented. It was noted that, in the past, that course of action had been pursued as a means of raising the profile of Scrutiny Reports and drawing attention to the findings and recommendations contained within. It was agreed that a statement on the Panel's report should be made at the sitting on 1st May 2012.

Consideration was given to the ensuing timescale for completion and presentation  of  the  Panel's  report. The  Scrutiny  Officers  were requested to circulate the timetable.

2. International Pensions

The Panel noted that it would meet at 2:00pm on 19th April 2012 in order  to  receive  a  briefing from  Senator  P.F.C.   Ozouf ,  Minister  for Treasury and Resources, in respect of international pensions.

3. Medium Term Financial Plan

The Panel recalled that the Chairman and Vice-Chairman would meet in order to draft Terms of Reference for the Panel's proposed review of the Medium Term Financial Plan (MTFP) and that the Scrutiny Officers would  hold  an  officer-meeting  with  the  appropriate  officials  at  the Department of Treasury and Resources in order to determine whether there  was  any  further  information  which  could  be  provided  for  the Panel's  attention.   The  Panel  was  advised  that  the  officer-meeting would take place on 24th April 2012 and it was therefore agreed to defer the meeting of the Chairman and Vice-Chairman until after that time.

4. Housing Capital Projects

The Panel recalled the briefing that it had received on 11th April 2012 from the Minister for Treasury and Resources and Deputy A.K.F. Green MBE, Minister for Housing. It was noted that the Minister for Treasury and  Resources  had  subsequently  lodged  Social  Housing  Schemes: Funding (P.40/2012) for debate by the States Assembly. Consideration was given to whether the Panel should undertake any work on the matter. It was agreed that the Panel would discuss the matter further at its next scheduled meeting and the Scrutiny Officers were requested to research the subject ahead of that meeting.
