09/07/12 Item 1 513/35 | 1. Medium Term Financial Plan The Panel considered the areas to be covered at the public hearings to be held on 1st August 2012 with Senator I.J. Gorst , Chief Minister, and Senator P.F.C. Ozouf , Minister for Treasury and Resources. During its deliberations, consideration was given to the Comprehensive Spending Review (CSR) and how it related to the draft Medium Term Financial Plan (MTFP) and it was noted that these would be matters for further consideration by the Corporate Services (MTFP) Sub-Panel. Following its deliberations, the Scrutiny Officers were requested to draft question plans for the public hearings and to circulate the drafts for subsequent consideration. Consideration was given to what impact, if any, the draft MTFP would have on the Criminal Offences Confiscation Fund (COCF) and the Drug Trafficking Confiscation Fund (DTCF). The Scrutiny Officers were requested to research the matter. The Panel recalled its agreement to request written responses to the general questions arising from the Terms of Reference. The Panel was advised that responses from the Chief Minister's Department and the Department of Treasury and Resources had yet to be received. The Scrutiny Officers were requested to ensure that the matter was followed up. The Panel was advised that it would need to be quorate for the public hearings on 1st August 2012 to take place. It was agreed that the Chairman would contact Panel Members to verify that a quorum would be achieved. The Panel noted that there appeared to be differences in the copies of the draft Medium Term Financial Plan (MTFP) which it had received. The Scrutiny Officers were requested to clarify the situation. The Panel recalled that it had received business cases for the successful growth bids made by the Chief Minister's Department and the Department of Treasury and Resources. It was noted that newer Members of both the Panel and the MTFP Sub- Panel would benefit from further information on the constitution and working of the FPP and the Scrutiny Officers were therefore requested to circulate information on the FPP to both the Panel and Sub-Panel. | WM |
