1. Records of Meetings

The Panel approved the records of its meetings held on 20th June [Public and Private], 18th July, 1st, 7th, 21st August and 5th and 7th September 2012. The records were signed accordingly.

2. Population and Migration

The Chairman of the Population and Migration Sub-Panel informed the Panel that, due to other work commitments, work on this review had not yet begun. The Members of the Sub-Panel agreed, however, to meet on Wednesday 26th September for its first meeting. Subsequently, the Officers were requested to confirm arrangements and send out meeting requests to Members of the Sub-Panel. It was also agreed that the Chairman of the Sub-Panel would seek additional Membership.

The Panel noted that a briefing on the new Population Model was to take  place  at  2:30pm  on  Thursday  20th  September  at  Cyril  Le Marquand House. It was agreed that it would be beneficial for Members of the Sub-Panel to attend this briefing to help inform its review.

The Panel received an update regarding the Control of Housing and Work  (Jersey)  Law.  It  was  advised  that  the  Privy  Council  were scheduled to review the legislation in October, following the satisfactory completion of review by the Ministry of Justice. The Panel was also advised that, following anticipated approval by the Privy Council, the Chief  Minister's  Department  would  be  lodging  Regulations. Subsequently the Sub-Panel requested that it receive copies of the Regulations prior to lodging.

The Panel agreed that it would enquire about the delay in the Privy Council  reviewing  the  legislation  during  its  International  Relations Briefing with the Chief Minister.

3. Tourism Development Fund (TDF)

The  Panel  noted  receipt  of  the  Ministerial  Response  to  Tourism Development Fund: Assistance to the Private Sector (SR3/2012).  

Consideration was given to the evaluation of the course of the review, noting that Paragraph 11.21 of the Code of Practice for Scrutiny Panels and the Public Accounts Committee stated that Panels would, at the end of a review, evaluate the effectiveness of that review. It was agreed that a TDF Sub-Panel meeting would be arranged in order to discuss the evaluation. The Panel noted, however, that the report had been well received by the States Assembly and, despite time constraints, the review was a success.

It was suggested by the Chairman that, at the next TDF Sub-Panel meeting, one Member be delegated the responsibility of following up on the recommendations made during the review. The Panel agreed with this proposal.

A request was made by the Chairman to obtain the Innovation Fund Report from the Council of Ministers once reviewed. However, it was agreed by the Panel that this matter would be referred to the TDF Sub- Panel and discussed at its next meeting.

4. International Relations

The Panel adjourned the meeting for a briefing from the Chief Minister's Department on International Relations. This part of the meeting was held in private session under Paragraph 3.2.1(a)(xiv) of the Code of Practice on Public Access to Official Information.

5. Medium Term Financial Plan (MTFP)

The  Panel  noted  previous  actions  and  agreed  that  the  information considered would be circulated to the MTFP Sub-Panel for its review.

The  Panel  also  agreed  to  circulate  the  information  it  had  received regarding  the  Health  Insurance  Fund  (HIF)  to  the  Health,  Social Security and Housing Panel for its own review.

Consideration was given to draft reports relating to the Chief Minister's Department  and  the  Department  of  Treasury  and  Resources. Amendments to the reports were identified, which the Scrutiny Officers were requested to enact. It was noted that the reports, as amended, would be circulated for Panel approval prior to their dispatch for the attention of the Corporate Services (MTFP) Sub-Panel.

The Panel agreed that it would be beneficial if the responses it had received  from  the  two  relevant  Departments  to  the  generic  list  of questions could be uploaded to the Scrutiny website.

6. Quarterly Hearings

The Panel noted that its next Quarterly Public Hearing with the Chief Minister would take place at 10:00am on 31st October 2012. It was further noted that the Panel was due to receive the Minister for Treasury and Resources for a Quarterly Public Hearing at 10:00am on 14th November 2012.

 

 

7. Future Meetings

The  Panel  noted  that  it  would  next  meet  on  3rd  October  2012. Connétable Murphy provided his apologies as he would be unable to attend the meeting due to other work commitments.
