11/05/12 Item 4 513/35 | 1. Medium Term Financial Plan Consideration was given to draft Terms of Reference for the proposed review of the Medium Term Financial Plan (MTFP). It was noted that the Chairmen's Committee had asked the Panel to develop Terms of Reference upon which other Panels could feasibly base their own work on the MTFP. The Panel amended and agreed provisional Terms of Reference and requested that the Scrutiny Officer circulate them amongst the Panel for approval. The Panel recalled that each Panel was due to review the MTFP from the perspective of the relevant Ministers and would forward a report on that work to a Corporate Services Sub-Panel. It was noted that, within that structure, consideration would need to be given to which body took responsibility for reviewing matters of overarching process with respect to the MTFP. It was further noted that, within the Terms of Reference provisionally agreed by the Panel, that responsibility fell to the Sub- Panel. The Panel considered whether the Chairmen's Committee would want a Member from each Scrutiny Panel to sit on the Sub-Panel. It was agreed that the Committee should be asked to confirm its intentions in that regard. Consideration was given to the timetable of work on the MTFP. The Scrutiny Officer was requested to inquire into the matter in order that a provisional action plan could be developed for Panel consideration. The Panel received a briefing from Ms. L. Rowley, Treasurer of the States, on the current status of the MTFP.
