25/01/12 Item 9 513/32 | 1. Population and Migration After consideration the Panel reconfirmed that Population and Migration was a significant subject that warranted a review. The Panel agreed that it was vital that the Chief Minister's work, in relation to this topic and the recent Census results, was conveyed to the public. The Panel recalled that an investigation of the recently published census results; the implications of those results for the Population Policy; and how these implications would be addressed during the development of the new Strategic Plan had been previously highlighted as feasible areas of investigation when reviewing population and migration. In addition to these, the Panel agreed that a follow up on the recommendations that were made by previous Corporate Services Panels on the Population Policy' and Migration: Control of Housing and Work' Scrutiny reviews would be extremely valuable. It was also recalled that, in addition to the Chief Minister, the Panel might also need to hear from the Ministers for Economic Development and Housing during the review. It was further noted that, although currently it was hard for the Panel to determine the need for an external advisor, the possibility would be revisited after the review had commenced. The Panel therefore requested the Scrutiny Officers to produce a revised Scoping Document, taking the above points into account, and draft Terms of Reference. The Panel noted that, given the need to undertake its work within a short time frame, it was imperative that the review was tightly focused and the Terms of Reference clear and concise.
