1.  Review Evaluation

The Sub-Panel considered the process of the Tourism Development Fund: Assistance to the Private Sector review to date, noting that Paragraph 11.21 of the Code of Practice for Scrutiny Panels and the Public Accounts Committee stated that Panels would, at the end of a review, evaluate the effectiveness of that review.

The Sub-Panel noted that, although it had to work to a very tight time constraint, the review progressed well and the report produced good, unexpected evidence. Members considered the importance of setting strict time scales and targets when working to a tight timeframe. In this regard, the Sub-Panel believed that arranging subsequent meetings at its  first  meeting  worked  very  well.  It  was  recalled  that  a  meeting schedule had been agreed which stated that the Sub-Panel would meet weekly on Friday mornings.

The Sub-Panel noted that, although it had produced valuable findings and recommendations, the final direction of the report could have been clearer. It was agreed by Members that this could have been achieved through ignoring outside influences.

2.  Follow up on Recommendations

It was recalled that the Corporate Services Panel had agreed at its last meeting that one Member of the Sub-Panel be delegated the responsibility of following up on the recommendations made during the review. The Sub-Panel also agreed with this decision and it was therefore  concluded  that  the  Vice-Chairman,  with  the  help  of  the officer, would be responsible for this task.

The  Sub-Panel  was  informed  by  the  Officer  that  the  Economic Development  Department  had  confirmed  that  one  of  the Recommendations, that had a target date of October 2012, had now been completed. Members were therefore provided with a copy of the Ministerial  Decision   Tourism  Development  Fund:  Scheme

 

 

Specification: Updated (P.26/2012). However, the Officer was asked to request a signed and dated copy of the Ministerial Decision for the Sub-Panels review.

3.  Innovation Fund

The  Sub-Panel  was  advised  that  the  Corporate  Services  Scrutiny Panel  had  also  agreed  in  its  last  meeting  that  the  matter  of  the Innovation Fund Report would be deferred to the TDF Sub-Panel for its consideration. However, Deputy S. Luce advised Members that the matter was now being reviewed by the Economic Affairs Scrutiny Panel, as it also fell within its remit. The Officer was requested to circulate  the  Innovation  Fund  Report  to  the  Sub-Panel  for  its information.
