1.  Welcome

The Chairman welcomed all Members to its first Sub-Panel meeting.

 

 

2.  Vice-Chairman

On the Chairman's proposal, the Sub-Panel appointed Deputy R. Rondel as its Vice-Chairman in accordance with Standing Order 135(5).

 

 

3.  Future Meetings

The Sub-Panel considered a meeting schedule, noting the Chairman's proposal that the Sub-Panel should meet fortnightly at 11:00am on Friday mornings. The Panel adopted the schedule as proposed and the officer was requested to send out meeting requests to all Members for the next three meetings.

4.  Review topic

A lengthy discussion took place in which the Sub-Panel considered potential areas to review.  During the discussion the Chairman declared his interest in examining the provisions contained in the Control of Housing and Work draft Legislation in light of the recent Census results in order to conclude whether they would be effective in dealing with the increasing level of inward migration. Subsequently the officer was requested to circulate the 2011 Census results to all Members.

Although Members agreed that this would be a worthwhile review, the Sub-Panel were advised by the Officer of the potential risks of undertaking such work. For example, Members were advised that a

previous Sub-Panel had already examined the new Legislation (before the Law was agreed in the States) and there were therefore concerns of a potential duplication of work. Furthermore, the Sub- Panel were also reminded of the purpose of the Legislation, which is to provide greater information to better inform future Migration and Population level Policy and not in itself to set migration levels.

The Chairman affirmed his concern that, currently, there are no mechanisms in place that are able to record the number of people leaving the Island.

The Sub-Panel agreed that the discussion regarding potential topics and issues to review would be continued at its next meeting on 5th October 2012.
