1.  Expert Advisors

The  Sub-Panel  received  updates  from  Mr.  S.  Fair  of  the  Chartered Institute of Public Finance and Accountancy (CIPFA) and Professor M. Oliver of MJO Consulting on the work each had undertaken in relation to the draft Medium Term Financial Plan (MTFP).

2.  Public Hearing

The Sub-Panel received Senator I.J. Gorst , Chief Minister, for a public hearing. The Chief Minister was accompanied by Mr. J. Richardson, Chief Executive, Mr. M. Sinclair, Human Resources Director, and Mr. D. Peedle, Economic Advisor. The hearing was recorded in order that a transcript could be made.

3.  Lines of Enquiry

Subsequent to the public hearing, the Sub-Panel considered progress on the review to date and the implications of the information it had so far gathered. Consideration was given to whether the Sub-Panel would wish to lodge amendments to the draft MTFP. In that regard, the Sub- Panel  was  advised  to  be  mindful  of  the  proposed  timetable  for presentation of its report and the resource implications that would arise were the Sub-Panel to seek lodging amendments as well as presenting a

 

 

report. The Chairman requested that Members give consideration to whether any potential amendments to the draft MTFP were apparent from the Sub-Panel's review.
