1. Records of Meetings

The Panel approved the records of its meetings held on 31st October and  1st  November  2012,  which  were  signed  accordingly  by  the Chairman.

2. Intellectual Property Unregistered Rights (IPURL)

The Panel noted that the concluding comments of its adviser were due to be received shortly by the Panel for consideration, in advance of preparation and presentation of the Panel's Comments on the lodged subordinate legislation.

3. Tourism Shadow Board  

The Panel welcomed the Minister for Economic Development and the Chief Officer, Director of Tourism and Performance and Operations Manager from the Economic Development Department as witnesses at the opening Public Hearing of the Review. The Hearing was recorded to be transcribed and uploaded to the Scrutiny website.

The Panel received updated documentation and indexes for its Review, and  considered  and  agreed  its  next  steps.  This  included  Public Hearings  with  the  Jersey  Hospitality  Association  and  the  Jersey Chamber of Commerce Tourism Committee scheduled for Monday 19th November.

4. Financial Services Ombudsman

The  Panel  welcomed  receipt  of  an  update  draft  of  the  Financial Services  Ombudsman  legislation  from  the  Economic  Development Department.  The  Panel  agreed  that  it  would  now  commence preparatory work, including identification of potential advisers, for the public phase of the Review that was likely to begin in late December 2012 or early January 2013, when it was due to receive a publishable

5. Aircraft Registry

The Panel recalled that the official Ministerial Response to its Aircraft Registry report S.R.6/2012 had been due to be presented to the States by  26th  October  2012,  but  this  had  been  delayed  because  of  the unavoidable absence of the Minister for Economic Development. The Response had been distributed to the Panel in draft form, in anticipation of being formally signed off by the Minister for Economic Development on his return. As the Minister had now returned, the Panel agreed to request an update from the Economic Development Department about the progress of the presentation of the Ministerial Response.

6. Future Meetings

The Panel noted arrangements for its Tourism Shadow Board Public Hearings on 19th November, in Le Capelain Room, States Building:

Jersey Hospitality Association, 10.15am

Jersey Chamber of Commerce Tourism Committee, 11.30am

The Panel noted that its next meeting was scheduled to take place at 9.30am on 28th November, Blampied Room, States Building.

The Panel agreed arrangements for its scheduled meeting dates for 2013.
