1. Intellectual Property Unregistered Rights (IPURL)

The Panel received comments from its adviser on the response by the Minister for Economic Development to the comments and questions raised by its adviser's  initial report on the draft subordinate IPURL legislation. The Panel agreed to begin drafting its covering Comments on  the  lodged  legislation,  to  be  considered  at  its  next  scheduled meeting.

In  addition,  the  Panel  considered  the  adviser's  response  to  its correspondence regarding personal image rights. The Panel agreed to request  its  adviser  to  prepare  a  preliminary  report  to  assist  its determination of the merits of undertaking a more detailed Review of Jersey's legislative framework in this area. This report would outline registration and rights generally, current approaches to image rights protection including in the United Kingdom and major European Union markets and current trends in registries. The work would be undertaken within  the  current  IPURL  budge,  with  the  report  proposed  to  be submitted by the end of the month.
