1. Record of Meeting

The Panel approved the record of its meeting held on 21st December 2011, which was signed accordingly by the Chairman.

 

 

2. Future Meetings

The Panel noted its meeting schedule for 2012, with its next meeting taking place at 9:30am on 8th February 2012. Its introductory visit to the Economic Development Department on 30th January was also noted. Connétable M.J. Paddock informed the Panel that he may be unable to attend all or part of that visit due to another potentially unavoidable commitment.

3. Work Programme

The Panel further considered Reviews for inclusion on its 2012 Work Programme, and agreed that the following topics constituted its current priorities:

  • Aircraft Registry
  • Financial Services Ombudsman
  • Incorporation of Jersey Airport and Jersey Harbours
  • Skills Strategy
  • Tourism Strategy/PPP
  • Economic Growth Strategy
  • Digital  Jersey/Intellectual  Property  (Unregistered  Rights) Regulations
  • Jersey Business/Locate Jersey/Enterprise Strategy

The Panel agreed that it would also be mindful of the Department's CSR programme, work on which could form part of its agenda at the Ministerial Quarterly Update Public Hearings.

4. Aircraft Registry

The Panel agreed to request a briefing from the Economic Development Department on 8th February, prior to scoping a Review and establishing Terms of Reference.

The Panel agreed to request a briefing from the Economic Development Department on 8th February, in anticipation of scoping a Review and establishing Terms of Reference. As part of its background work, the Panel also agreed to seek a meeting with Senator A. Breckon who it recalled had undertaken significant work in this area.

6. Harbours (Inshore Safety) (Jersey) Regulations 201

The Panel noted receipt of the draft Harbours (Inshore Safety) (Jersey) Regulations 201-, and agreed that Members would give the document consideration ahead of discussions at its next scheduled meeting.

7. Digital Jersey

The Panel received copies of Plan for Growth in a new E-World - Digital Jersey Limited - January 2012 and accompanying Appendices from the Economic  Development  Department.  It  agreed  to  consider  the information ahead of the introductory visit and meeting with the Minister for Economic Development on 30th January.

8. Economic Development Department Organisation Charts

The  Panel  received  organisation  charts  relating  to  the  central management team, Tourism, Rural Economy and Harbours and Airport.

9. Scrutiny Training

The Panel noted that its training visit to the House of Commons was provisionally scheduled to take place on 24th and 25th April. It would be updated as the itinerary evolved.
