1. Record of Meeting

The Panel approved the record of its meeting held on 25th January 2012, which was signed accordingly by the Chairman.

 

 

2. Future Meetings

The Panel noted that its next meeting was scheduled to take place at 9:30am on 29th February 2012. It agreed that it would also liaise with the Economic Development Department to seek to set provisional dates for the 2012 Quarterly Update Public Hearings with the Minister, noting that the first Hearing was likely to take place on either 14th or 28th March.

3. Work Programme

The Panel considered its draft 2012 Work Programme and agreed its priority  topics,  with  its  first  Reviews  being  Financial  Services Ombudsman and Aircraft Registry. It noted that timings set out in the Work Programme would be subject to change as the Reviews and topics  developed.  It  agreed  that  the  Work  Programme  should  be amended to reflect its discussions.

4. Aircraft Registry

The Panel welcomed the Deputy Chief Executive, the Strategic Policy Manager  and  the  Performance  and  Operations  Manager  from  the Economic Development Department, who provided a briefing on the development of the Aircraft Registry.

Following the briefing, the Panel discussed the topic further and agreed to begin scoping its Review based on those discussions.

5. Financial Services Ombudsman

The Panel welcomed the Deputy Chief Executive, the Strategy Manager

for  Broadcasting  and  Public  Policy  and  the  Performance  and Operations Manager from the Economic Development Department, who provided  a  briefing  on  the  development  of  the  Financial  Services Ombudsman.

Following the briefing, the Panel discussed the topic further and agreed to begin scoping its Review based on those discussions, although it noted that completion of scoping was unlikely to be fully achieved until it had received the initial draft legislation which would form the focus of the Review. The Department had indicated during the briefing that a first draft was likely to be available very shortly, possibly even later that week. It would be forwarded to the Panel once the Department had received it from the Law Draftsman.

Based on the information provided in the briefing, the Panel also agreed that it would seek to complete its Review prior to the summer recess, although  this  would  be  dependent  on  the  progress  made  by  the Department with the law drafting process.

The Panel recalled that it had previously agreed to seek a meeting with Senator A. Breckon who it recalled had undertaken significant work in this area, but noted that this had not yet been possible to arrange. The Panel agreed that it would continue to seek a convenient time to meet the Senator.

6. Harbours (Inshore Safety) (Jersey) Regulations 201

The Panel recalled that it had received the draft  Harbours (Inshore Safety)  (Jersey)  Regulations  201-,  and  was  advised  that  the Department  had  indicated  that  it  would  be  seeking  to  lodge  the Regulations shortly. The Panel agreed that Members would give the document  further  consideration  and  raise  any  issues  at  its  next scheduled meeting.
