516/1(44) | 2. Work Programme CCTV Surveillance The Panel considered a draft list of potential reviews for its future work programme. Following discussion it was agreed that the Panel would give top priority to the review of CCTV Surveillance; scoping was already approved by the Chairmen's Committee and a potential adviser had been identified. It was felt that this would be a relatively short but tightly focused piece of work, and it was agreed that expressions of interest would be sought from other non-executive States Members to participate in the review. Education, Sport and Culture In respect of topics from Education, Sport and Culture (ESC) the Minister had indicated he would not aim to publish the White Paper on Higher Education Fees prior to finalisation of the Medium Term Financial Plan; members agreed that in the circumstances the Panel's review should be postponed until November. However, it was felt that a review of ESC measures to improve standards of achievement amongst lower-performing students could be undertaken between now and December, and the Panel could invite another member to join in this piece of work. Skills Strategy It was decided that a review of the Skills Strategy should be postponed as publication of the Strategy had been deferred until the end of the year. It was noted that the review would involve a joint Panel comprising members of both Education and Home Affairs and Economic Affairs, although it had been agreed that Education and Home Affairs would take the lead. | MH MH MH MH MH |

| 5. All Scrutiny meeting Members considered the agenda for the all Scrutiny members' meeting to be held on 12th September 2012. There was some concern that the presentation of Item 2 focused attention on reports completed by some Panels, while drawing attention to those Panels which had not yet completed reviews or published reports. It was felt that this could be interpreted as apparent criticism of Panels which might have carried out significant worthwhile work in holding Ministers to account in other ways, but whose initial reports were not yet complete. It was agreed that this concern should be raised for discussion at the meeting. |
