2. Police Headquarters: proposed relocation at Green Street

The Panel considered its position with regard to P.92/2012 which had been referred to it for consideration during the States debate on 20th November 2012. Members agreed that they would continue to focus on the suitability of the building for police requirements and not open up their terms of reference to deal with the broader planning issues which were the subject of P.92/2012.

Members noted an email received from representatives of the Police Association indicating that, following a meeting with the Deputy Chief Officer and Projects and Facilities Manager, States of Jersey Police, the majority of their members' concerns had been clarified, leaving just three outstanding issues to be resolved. Members agreed that it would be appropriate to invite the Police Association to a public hearing at the earliest opportunity in order to discuss the issues, and to invite the Deputy Chief Officer of Police to a subsequent hearing. The Scrutiny Officer was requested to make the necessary arrangements

The Panel agreed a budget of £300 to cover expenditure on transcripts for the public hearings.

Members also noted a suggestion from Deputy Young that the Minister for  Planning  and  Environment  should  be  given  the  opportunity  to develop  a  masterplan  for  the  St  Helier  Eastern  Gateway  area  in accordance with the Island Plan 2011. Members agreed that it was not for them to pursue this suggestion, rather the proposition should come from the Environment Panel.

3. Higher Education Fees

The Panel agreed to wait for a report on the discussion with the Minister for  Education,  Sport  and  Culture  at  the  Quarterly  hearing  on  23rd November 2012 before further consideration of this issue.

4. Prison Service: review of Annual Report 2011

The Panel agreed to invite Advocate Fogarty and Jersey Mind to a subsequent meeting in order to discuss the mental health treatment of prisoners.

5. Illegal Drugs market: Silkworth Charity Group

The  Panel  received  the  Chief  Executive  Officer  and  Treatment Manager, Silkworth Charity Group, to discuss the prevalence of illegal drugs in the Island.
