2. Ash Disposal

The Panel received an oral update on progress since the adviser's visit on 19th June. It was noted that the adviser had already started background work on the review in anticipation of a contract being agreed. Members approved a draft contract and the Scrutiny Officer was asked to make arrangements for this to be signed as soon as possible.  Requirements  for  informal  and  formal  meetings  for  the review were considered and it was agreed that departments and relevant stakeholders should be contacted to establish a provisional timetable.

3. Radon

The Panel discussed possible timings for the radon review. It was agreed that it would be helpful to see a presentation offered by Health  Protection  as  soon  as  possible;  the  Scrutiny  Officer  was asked to make suitable arrangements.

4. Affordable housing

The Panel considered draft supplementary planning guidance from the Department of Environment in respect of H3 housing policy. This had been produced following a meeting of the Affordable Housing Political Steering Group, of which the Chairman was a member. It was felt that the consultant's report underpinning the policy was extremely complex and that small builders in particular would have difficulty  in  dealing  with  the  process  recommended.  The  Panel agreed that the Chairman should draft a suitable response.

5. Scrap Metal Contract

The  Panel  considered  recent  statements  and  contact  with  other States Members concerning arrangements for the new scrap metal contract. It was felt that the objectives of the Transport and Technical Services Department in respect of the scrap metal contract were sound. While the process adopted may have been less than ideal in some  respects,  members  were  content  with  the  explanation subsequently offered by the department. It was therefore agreed that the  Panel  would  not  support  proposition  P.66/2012,  Scrap  Metal

6. Coastal National Park

The Panel considered draft comments on proposed Supplementary Planning  Guidance.  Members  agreed  to  submit  any  additional comments via the Scrutiny Office in time for the Panel's response to be amended before the closing date of 6th July.

7. Waste Management

The  Panel  considered  P.57/2012:  Draft  Waste  Management (Amendment) (Jersey) Regulations 201- scheduled for debate on 17th July 2012; and R.69/2012 Site Waste Management Plans: draft Supplementary Planning Guidance. It was agreed that there was no cause  to  comment  on  the  amendment,  which  was  not  seen  as contentious.  There  was  some  concern  that  the  supplementary planning guidance could prove burdensome for small builders, and members agreed to give this further consideration before making any decision about a possible response to the consultation.
