2. Ash disposal

The Panel considered the outcomes of a meeting on 19th April and subsequent quarterly public hearing on 23rd April with the Minister for Transport and Technical Services. It was noted that the timing of the review was not critical and the focus should be on producing a high quality report.

Expressions of interest received from potential consultants to the ash review were noted. It was decided that further proposals would be accepted until 11th May, following which the Panel would identify a preferred  bidder.  The  Scrutiny  Officer  was  asked  to  produce  a summary of all bids to assist in the selection process. Members agreed that while formal interviews would not be required, the lead member(s) representing the preferred candidate  should be invited  to meet the Panel prior to final approval of a contract, to ensure that a good working relationship could be established.

The Panel considered submissions so far received from members of the public and stakeholders in response to the call for evidence. In respect of a submission from Save Our Shoreline, it was felt that only one part of this was strictly relevant to the Panel's terms of reference for the ash review. The other parts comprised a petition to the States concerning  a  change  to  the  Water  Pollution  Law,  which  members considered should be referred to the Legislation Advisory Panel; and a report (recently sent to all States Members) concerning alleged issues during the construction of the Energy from Waste Plant. It was agreed that the Panel should seek advice on this matter.

3. Marine water quality

The Panel considered information gained from attendance at a joint meeting with Environment Department officers and representatives of the aquaculture industry on 2nd May. It was agreed that a number of concerns raised at the meeting should be followed up in a letter to Ministers.

4. Taxi regulation

The  Panel  received  an  oral  update  from  the  Scrutiny  Officer  on  a workshop held by the Transport and Technical Services Department on 24th April. There appeared to be no urgent need for Scrutiny input into the department's consultation process; the Panel therefore agreed to revisit the subject in approximately 6 months' time.

5. Jersey College for Girls

The Panel noted comments submitted on 17th April in response to the Environment Department's consultation on a development brief for the former Jersey College for Girls site.

6. Summerland and Ambulance HQ sites

The Panel noted comments submitted on 17th April in response to the Environment Department's consultation on development briefs for the Summerland and Ambulance HQ sites.

7. Jersey Gas Land at Tunnell Street, St Helier

Members discussed a draft development brief and consultation papers from the Environment Department in respect of the Jersey Gas site. It was agreed that the Chairman would draft and circulate comments for Panel approval in time for the consultation closing date on 18th May.

8. Radon

Members discussed the planned review of radon. It was agreed that preparatory work on the review should begin following approval of the review by the Chairmen's Committee. Private briefing meetings would be  arranged  with  departments  to  agree  terms  of  reference  and appropriate timing for the review, prior to launching a public call for evidence.
