1. Deposit Loan Scheme

The Panel held public hearings with the following witnesses. The hearings were all recorded in order that transcripts of the proceedings could be made.

  1. Deputy A.K.F. Green MBE, Minister for Housing
  2. Senator P.F.C. Ozouf , Minister for Treasury and Resources
  3. Mr. P. Seymour, Managing Director – The Mortgage Shop

The Panel was advised that arrangements had been made for the Chief Statistician to appear at a public hearing on 18th February 2013. It was noted that the joint Presidents of the Jersey Estate Agents Association had also been invited to appear but that they would be unable to do so on that date. The Scrutiny Officer was therefore requested  to  ascertain  whether  anyone  else  could  represent  the Association on that date or whether the joint Presidents would be able to attend on another day. The Panel was advised that a briefing from the Economic Advisor had been arranged for 18th February 2013.

The Panel considered the subsequent course of this review. Part of this  consideration  was  undertaken  in  private  session,  for  which  a private record was taken under Paragraph 3.2.1(b) of the Code of Practice on Public Access to Official Information. In public session, the Panel was advised that the Scrutiny Officer had made further approaches in an effort to identify potential expert advisors but that no responses had yet been received as a result. The Panel also noted that  requests  for  information  would  be  put  to  the  Chief  Minister's Department  in  light  of  the  testimony  it  had  heard  at  the  public hearings.
