The Minutes of the meetings held on 28th May 2013 were approved and signed.

2. Prison Service: treatment of mental health issues

The Panel agreed to raise the budget for this review to £300 in view of the additional hearings which had taken place in connexion with the treatment of prisoners with mental health issues. The Panel agreed to give further consideration to this issue at its September meeting

3. Camera Surveillance Review

Members  considered  a  draft  online  survey  which  was  aimed  at exploring  public  awareness  of  camera  surveillance  in  Jersey. Members  agreed  to  extend  the  budget for the  review  in  order  to advertise this survey. They also agreed to investigate the possibility of commissioning an organisation to undertake a public survey in King Street.

The  Panel  also  noted  a  communication  from  a  security  systems company which had been working with the States of Jersey Police on renewing the CCTV system in St Helier. The Panel agreed to explore the company's offer to discuss current trends in CCTV usage and the technical  and  legal  benefits  of  modern  CCTV  systems.  Members asked the Scrutiny Officer to investigate this further.

4. Home Affairs: quarterly hearing

The Panel decided to focus on the Probation Service Annual report and  to  invite  the  Chief  Probation  Officer  to  the  next  Ministerial quarterly hearing on 8th July 2013.

The Panel also wished to ask the Minister for further details of his department's progress in meeting Comprehensive Spending targets for this year.
